I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for  
a regular meeting at  
approximately 7:00 p.m. on Monday, June 6, 2022, in the Council Chamber of the City of  
Columbia, Missouri. The Pledge of Allegiance was recited, and the roll was taken with  
the following results: Council Member KARL SKALA, Council Member NICK FOSTER,  
Council Member MATT PITZER, Council Member BETSY PETERS, Mayor BARBARA  
BUFFALOE, and Council Member ANDREA WANER were present. Council Member PAT  
FOWLER was absent. City Manager De’Carlon Seewood, City Counselor Nancy  
Thompson, Deputy City Clerk Donna Whatley, and various Department Heads and staff  
members were also present.  
Mayor Buffaloe explained the minutes were not yet complete for the October 18, 2021,  
November 1, 2021, November 15, 2021, December 6, 2021, December 20, 2021, January  
3, 2022, January 18, 2022, February 7, 2022, February 21, 2022, March 7, 2022, March  
21, 2022, April 4, 2022, April 18, 2022, May 2, 2022, and May 16, 2022 regular council  
meetings, and the April 18, 2022 special council meeting.  
Council Member Pitzer asked that B164-22 be removed from tonight’s agenda and for it to  
be reintroduced at the July 5, 2022 Council Meeting.  
The agenda, including the consent agenda and the removal of B164-22 from the agenda,  
was approved unanimously by voice vote on a motion by Council Member Skala and a  
second by Council Member Foster.

IV. SCHEDULED PUBLIC COMMENT

Randy Cole - Comprehensive Homeless Service Center and Public  
Engagement.  
Randy Cole, 201 Switzer Street, indicated he was the CEO of the Columbia Housing  
Authority and spoke.  
V. PUBLIC HEARINGS

Proposed replacement of water distribution infrastructure along Riback  
Road and Blackberry Lane.  
The public hearing was read by the Deputy City Clerk.  
Utilities Director David Sorrell provided a staff report.  
Mayor Buffaloe opened the public hearing.  
There being no comment, Mayor Buffaloe closed the public hearing.  
The Council asked questions.  
Council Member Peters made a motion authorizing staff to proceed with the  
Riback Road and Blackberry Lane water distribution infrastructure replacement  
project. The motion was seconded by Council Member Waner and approved  
unanimously by voice vote.

Proposed construction of a southeast pump station and associated water  
main improvement project and establishing a southeast pressure zone  
within the water distribution system.  
The public hearing was read by the Deputy City Clerk.  
Utilities Director David Sorrell provided a staff report, and he and Engineering Supervisor  
Shawn Carrico responded to Council questions.  
Mayor Buffaloe opened the public hearing.  
There being no comment, Mayor Buffaloe closed the public hearing.  
Council Member Peters made a motion authorizing staff to proceed with the  
southeast pump station and associated water main improvement project and  
establish a southeast pressure zone within the water distribution system. The  
motion was seconded by Council Member Skala and approved unanimously by  
voice vote.

the geographic boundary of the Columbia city limits.

Seeking Council Guidance to Participate in a Cost Share Agreement with  
Diggs Meat Packing, LLC for Construction of Sidewalks along Hinkson  
Avenue and Nichols Street.  
Acting Public Works Director Shane Creech provided a staff report. The Council asked  
questions, discussed the issue, and ultimately authorized staff to bring forward a cost  
share agreement for the portions of the sidewalk that were not already the responsibility  
of the developer.

Columbia Arts Fund Advisory Committee Membership Update.  
Cultural Affairs Manager Sarah Dresser provided a staff report. The Council was agreeable  
to James Melton, Kathleen Murphy, Natalie Thomas, D’Andre Thompson, and Sarah  
Dresser serving as members of the Columbia Arts Fund Advisory Committee.  
“Look Out Point” Sculpture in Stephens Lake Park Decommissioning.  
Cultural Affairs Manager Sarah Dresser provided a staff report. The Council discussed the  
issue and was agreeable with the recommendation of staff.

regarding Rental Energy Efficiency.  
The Chair of the Climate and Environment Commission, Leanne Tippett Mosby, provided  
a report. The Council asked questions and discussed the issue. The Council ultimately  
asked for a response from staff, and City Manager DeCarlon Seewood indicated a report  
would be provided at a future council meeting.

Budget Officer Andrea Greer provided a staff report. The Council asked questions and  
discussed the issue.

made comments.

Mayor Buffaloe understood this was provided for informational purposes as was required  
by State Law.

Police Chief Geoff Jones provided a staff report. The Council asked questions and made  
comments.

Amendment to the FY22 Annual Budget - Intra-Departmental  
Transfer of Funds.  
Mayor Buffaloe understood this was provided for informational purposes.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
DJ Lynch, 3317 Sherwood Drive, spoke about the need to address traffic violations, such  
as speeding, following too close, etc.  
James Gray, 1525 Affirmed Drive, spoke regarding the Police Department, police training,  
and the upcoming Juneteenth celebrations.  
Willie Maxwell, Fairview Avenue, spoke about the need to void the contract with Bird due  
to the disruptions the scooters tended to create along with the lack of enforcement by the  
City.  
Jeff Stack, Sexton Avenue, spoke regarding the lack of homeless shelters and  
sanctioned camps, the University of Missouri tearing down nine functional buildings, the  
loss of Dan Knight who had been the Boone County Prosecutor, those in stress needing  
to reach out to one another, and the racist system resulting in the traffic stop disparities.  
Eugene Elkin, 3406 Range Line Street, spoke regarding penalties associated with  
pension payments for someone wanting to work again after retirement, the issues  
associated with the disabled and the homeless, the loss of Dan Knight, and the use of  
marijuana.  
The Council and staff discussed various topics to include the next steps associated with  
the trash system, which would involve recycling, staffing, and other solid waste issues,  
the City staff being cognizant of and ready to apply for grant funding for items such as  
broadband, the need to communicate the status of the first half of the ARPA funds  
provided to the City, the status of the DEI position, the recent City Council Retreat, the  
loss of Dan Knight, potentially asking boards and commissions to review their founding  
legislation in terms of their duties and responsibilities, potentially determining if there was  
overlap amongst boards and commissions, ensuring authentic communication between  
the volunteer members and the staff liaisons along with talking to staff liaisons regarding  
Council expectations, potentially holding a work session in regard to all of this once  
feedback was received, upcoming work session schedules and topics, and traffic  
enforcement.
