I. BREAKFAST AND NETWORKING (8:30 to 10:00 a.m.)  
II. CALL TO ORDER (10:00 a.m.)  
The meeting was called to order at approximately 10:02 a.m. Mayor Buffaloe addressed  
the group and stressed the importance of working together and the importance of this  
retreat.

III. WELCOME AND INTRODUCTIONS  
Facilitator Julie Novak introduced herself and her colleagues.  
IV. DAY 1 TENTATIVE TOPICS OF DISCUSSION:  
Setting the Stage  
The facilitator will review the agenda and meeting norms and ask each attendee to  
introduce themselves and share their expectations for the retreat.  
Facilitator Julie Novak reviewed the agenda and meeting norms. Council members, Staff  
and Raftelis facilitators introduced themselves and talked about what Council members  
and staff will work on while at the retreat.  
Governing Together  
The facilitator will share some thoughts on governance and the Council-Manager form of  
government. The Council will then explore a series of questions sharing your individual  
thoughts on what it means to govern  
well together.  
The Ideal Council Member  
We will consider how different groups (the public, the staff, and your City Council  
colleagues) might describe an “ideal” member of the City Council.  
Trends  
We will spend time considering trends that are happening globally, nationally, and locally.  
We will work in small groups convened around six broad categories, then share the  
trends and how they are impacting the City of Columbia.  
- Political  
- Environmental  
- Social  
- Technological  
- Economic  
- Workforce  
What does this mean for our City government? How do Council and Staff work together to  
ensure Columbia is prepared to address these trends?  
Communications  
We will share communications expectations between and among members of the  
governing body, the City Manager, and Department Directors and assess what individuals  
can commit to that will improve communications moving forward.  
True Today - True in Ten Years  
Each person will be asked to share their response to the following questions:  
- What are three things that are true about Columbia today that you hope will still be true  
ten years from now?  
- What are three things that are not true about Columbia today that you hope will be true  
ten years from now?  
Closing - A Six Word Slam  
As the first day comes to a close, each participant will be asked to create a “Six Word  
Slam” - a brief phrase - that crystalizes the first day’s experience for them.
