I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Monday, October 16, 2023, in the Council Chamber of the City of Columbia, Missouri.  
The Pledge of Allegiance was recited, and the roll was taken with the following results:  
Council Member BETSY PETERS, Mayor BARBARA BUFFALOE, Council Member  
NICK KNOTH, Council Member ANDREA WANER, Council Member ROY LOVELADY,  
Council Member NICK FOSTER and Council Member DON WATERMAN were present.  
City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City Clerk Sheela  
Amin, and various Department Heads and staff members were also present.  
The minutes of the regular meeting of October 2, 2023 were approved unanimously by  
voice vote on a motion by Mayor Buffaloe and a second by Council Member Waner.  
Mayor Buffaloe made a motion to add a special item to the agenda. The motion was  
seconded by Council Member Waner and approved unanimously by voice vote.  
The agenda, including the consent agenda and the addition of a special item, was  
approved unanimously by voice vote on a motion by Mayor Buffaloe and a second by  
Council Member Waner.  
II. SPECIAL ITEMS

Presentation of Senator Chuck Graham Award.  
Mayor Buffaloe presented Lydia Olmsted with the first Senator Chuck Graham Award,  
which had been established by the Disabilities Commission in memory of its former Chair  
to recognize those that had demonstrated consistent attention to and efforts toward  
inclusion for all persons with disabilities.

Recognition of the City Clerk.  
Mayor Buffaloe along with former Mayor Brian Treece, former Mayor Bob McDavid, and  
the widow of former Mayor Darwin Hindman, Axie Hindman, recognized City Clerk Sheela  
Amin for her 20 years of service to the City of Columbia.

V. PUBLIC HEARINGS

Proposed construction of stormwater improvements on Calvert Drive,  
Sylvan Lane and Vandiver Drive, and proposed construction of sanitary  
sewer improvements on Calvert Drive.  
The public hearing was read by the City Clerk.  
Utilities Director David Sorrell provided a staff report, and responded to Council questions.  
Mayor Buffaloe opened the public hearing.  
There being no comment, Mayor Buffaloe closed the public hearing.  
The Council made comments.  
Mayor Buffaloe made a motion to authorize staff to proceed with the final design  
of stormwater improvements on Calvert Drive, Sylvan Lane, and Vandiver Drive,  
and of sanitary sewer improvements on Calvert Drive. The motion was seconded  
by Council Member Lovelady and approved unanimously by voice vote.

Andrew Hutchinson indicated he was representing Local 955 and the water distribution  
workers, provided a handout, and spoke.

XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Anthony Willroth, a downtown business owner, indicated he was representing Hold CoMo  
Accountable and spoke regarding Council Member Knoth in terms of a conflict of interest  
due to his new position and the effort to recall him.  
Eugene Elkin, 3406 Range Line Street, spoke about recycling and the need to fix a door  
to the Council Chamber.  
Susan Renee Carter, President of Race Matters, Friends, spoke about the process and  
the upcoming events associated with the hiring of a new police chief along with the work  
of the Citizens Police Review Board, to include a letter, in that regard.  
Chriss Jones,  
a Second Ward resident, spoke regarding her support for the City  
participating in the Missouri Fire Fighters Critical Illness Pool, an update on her appeal to  
the Citizens Police Review Board, her desire for the City Manager to look into her claim of  
implicit bias, and the recall of Council Member Knoth.  
Demetria Stephens, a Third Ward resident, spoke regarding recycling needs, especially  
with regard to the elderly who were not easily able to get to the current recycling center  
locations.  
The Council and staff discussed various topics to include the comments of Jack Donelon  
regarding Grace Lane, a status of the Richland Road corridor study, which included  
Grace Lane, in conjunction with Boone County, the approval of the Grain Belt Express  
and its impact on the City in terms of renewable energy, receipt of the letter from the  
Citizens Police Review Board regarding the hiring of a new police chief as had been  
mentioned by a speaker earlier this evening, and ARPA funding.  
Council Member Knoth made a motion to open the closed records from the RFP  
process related to ARPA. The motion was seconded by Council Member  
Lovelady. After discussion, the motion was approved unanimously by voice vote.  
The Council and staff continued to discuss various topics to include the voluntary  
recognition of the water distribution workers within LIUNA, the critical illness trust for the  
firefighters union, the sidewalks being constructed on Stadium Boulevard as they would  
allow people to get from the north side of Stadium Boulevard to Cosmo Park, the free  
Powerhouse event that brought Kirk Franklin to town to discuss homes without fathers,  
thanking City employees, to include the police officers that were called to an incident at a  
local establishment, thanking the Citizens Police Review Board for their effective work,  
the upcoming forum on Wednesday evening to meet the police chief candidates, the need  
for a better definition of homeless since many people were a situation away from  
homelessness, issues with landlords of Section 8 housing in terms of the application  
process and fees, the Neighborhood Congress being hosted by the Citys Housing  
Programs on Tuesday at the ARC at 7:00 p.m., an update regarding recycling,  
recognizing the service of Council Member Waner at the November 20 council meeting,  
the application process for those interested in completing the remainder of Council  
Member Waner’s term, which would result in a report on the November 20 council  
meeting agenda and  
a
potential special meeting on November 27 to make the  
appointment, a Zoom meeting hosted by the Columbia STEM alliance on November 8  
with regard to students interested in visiting our sister city in Japan, and an update on the  
police chief hiring process.
