I. CALL TO ORDER  
Chair Elke Boyd called the meeting to order at 7:03 PM.  
II. INTRODUCTIONS  
Members Present: Elke Boyd, Jackson Hotaling (attended remotely via Zoom),  
Tommy Fieser, Carol Elliott, Frank Schmidt, Hannah Larrick  
Members Absent: Sam Phillips, Robert Schmidt  
City of Columbia Staff Members Present: Mitch Skov, Brad Kelley, Krista

III. APPROVAL OF AGENDA  
Hannah Larrick made a motion to approve the agenda for the meeting, seconded by  
Frank Schmidt. The agenda was approved.  
IV. APPROVAL OF MINUTES  
Frank Schmidt made a motion to approve the minutes of the May 17, 2023, meeting,  
seconded by Hannah Larrick. The motion was approved.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
a. Krista Shouse-Jones reported there will be interviews next week  
for a marketing and branding RFP for Vision Zero which was part of  
the SSA4 grant approved earlier this year. Information on SS4A  
-awards>.  
b. Ms. Shouse-Jones is working on the application for the SS4A grant  
for FY23 due on 7/10/2023. She would like the Bicycle and  
Pedestrian Commission to write a letter of recommendation for this  
grant. A motion passed authorizing Chair Elke Boyd to write the  
letter of recommendation on behalf of the Commission.  
c. Ms. Shouse-Jones reported there will be a Project Homeless  
Connect event next week. She and Brad Kelley plan to attend.  
d. Ms. Shouse-Jones reported on Vision Zero statistics. YTD total  
crashes and fatalities are the same as CY2022. YTD there have been  
1 pedestrian and 1 motorcyclist fatality vs. zero for YT 2022. It is  
possible there have been more pedestrian, motorcyclist, and  
bicyclist crashes this year than last; there is a lag in the data. Ms.  
Shouse-Jones reported a concerning trend for young driver (ages 15  
-20) crashes. There have been 171 total incidents YTD 2023 (with  
some data possibly missing) vs. 164 total in CY 2022. A comparison

Ms. Shouse-Jones and Richard Stone, Engineering and Operations  
Manager, City of Columbia Public Works Administration plan to  
meet with Dr. Brian Yearwood, Superintendent of Columbia Public  
Schools in July to discuss ways to mitigate these trends.  
B. Parks and Recreation Report  
Janet Godon reported the City of Columbia has retained its status as  
a Silver Bicycle Friendly Community. Commission members and  
staff who participated in the application process received the Spring  
BFC Report Card and Survey Results based on the results of the  
community survey on 6/16/2023. Commission members are  
encouraged to review the results of the community survey. Ms.  
Godon plans to look at presenting recommendations from the  
survey in an upcoming Commission meeting.  
The renewal for Columbia’s BFC status will be due in 2027. Ms.  
Godon anticipates that the renewal process will be more difficult in  
2027. Commissioner Elliott recommended that information from  
this year’s application be retained to prepare for renewal in 2027.  
C. Planning Staff Report  
Brad Kelley reported that his last day of work for the City of  
Columbia will be Friday 6/30/2023. Commission members  
expressed appreciation for Mr. Kelley’s contributions.  
D. Commissioner IP Meeting Reports  
There have been no IP meetings since the May 17, 2023 Commission  
meeting.  
E. Commission Correspondence  
None.  
VI. NEW BUSINESS  
A. Draft Letter re: PTAC Letter to City Council  
The Commission reviewed the letter written by Jackson Hotaling  
asking the City Manager not to cut the budget for Columbia’s public  
transit system and asking for a pay raise for public transit bus  
drivers. Frank Schmidt made a motion to approve Jackson Hotaling  
edit the letter with suggestions by the Commission for Chair Elke  
Boyd’s signature. Carol Elliott seconded the motion. The motion  
was approved. Mr. Hotaling will make the suggested revisions and  
send to Mitch Skov for Chair Boyd to sign.  
VII. OLD BUSINESS  
A. Highway 63/70 Interchange  
Carol Elliott attended the City of Columbia hearing on 6/20/2023 on  
the I-70/US 63 Enhancement Project on behalf of the Commission.  
Ms. Elliott reported on her readout of the letter written by Chair  
Elke Boyd with the subject “Improve I-70, I-70/US 63 Interchange  
Design Build Project” dated 6/1/2023 at the hearing. (The  
Commission had authorized Chair Boyd to write and send this letter  
to Mayor Buffaloe and others on behalf of the Commission at the  
May 17, 2023, Commission meeting.) Several members of the public  
who spoke at the hearing, including a representative of the Sierra  
Club and a member of the Transit Committee, as well as a City  
Council member, expressed support for the Commission’s letter.  
Ms. Elliott noted that Mayor Buffaloe mentioned during the hearing  
that she had sent a letter to MODOT in September 2022 concerning  
the project with respect to SAFER standards and Columbia’s  
Complete Streets policy. The discussion at the Commission  
meeting indicated that Commission members had not been aware  
of this letter. After the 6/21/2023 meeting, Mitch Skov provided a  
copy to Commission members via email.  
Frank Schmidt informed Commission members that Local Motion is  
planning a walk audit of the US-63 crossing at the current  
interchange prior to the July 2023 Commission meeting. By  
consensus during the meeting, the Commission indicated  
willingness for Commission members to participate in the planned  
walk audit. Brad Kelley will check with the City of Columbia’s Legal  
department about rules for Commission participation.  
VIII. OTHER BUSINESS  
A. Hannah Larrick announced that the June meeting will be her last as a  
member of the Commission with her term expiring at the end of July 2023.  
Commission members thanked Ms. Larrick for her service.  
B. Mitch Skov informed Commission members that Carly Love has resigned  
from the Commission.  
C. Mitch Skov informed Commission members that Robert Schmidt will not be  
reapplying to the Commission and that his term expires on July 31, 2023.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
None.  
X. NEXT MEETING DATE  
The next meeting is scheduled for July 19, 2023.  
XI. ADJOURNMENT  
There was a motion to adjourn by Carol Elliott, seconded by Frank Schmidt. The  
motion was approved, and meeting adjourned at 8:19 PM by Chair Boyd.
