I. CALL TO ORDER
Mayor Buffaloe called the meeting to order at approximately 5:01 p.m.

Present:
2025 Capital Improvement Sales Tax Presentation
Public Works Director Shane Creech indicated this presentation will focus on 1) proposed
Public Works ballot projects, 2) proposed Public Safety ballot projects and 3) ballot
renewal proposed steps. Creech discussed the draft 2025 Capital Improvement Sales Tax
ballot and what projects are on the list.
Creech said the current quarter-cent Capital Improvement projects include years from
2016-2025. Renewal occurs by vote every 10 years, therefore the current one expires
December 31,2025. Creech proposed a ballot renewal vote in August 2024.
Creech discussed the decision making process that went into deciding which projects to
include. Those steps include:
Shared list with Council at work session: December 18, 2023
Met with each Council member individually: January & February, 2024
Discussed proposed list and asked 6 questions:
1.What projects, if any, would you like to see listed that aren’t listed?
2.What projects do you not want on the list, if any? Why?
3.What are your preferences for cost share projects?
4.Do you feel that the funding amounts for the subcategories are sufficient?
5.Do you have a preference regarding more listed projects, more funding in
subcategories, or possibly different subcategories all together?
6.When planning for sidewalk projects using the Sidewalk Master Plan, how do you want
to prioritize the projects?
Creech went on to show Council members slides of each proposed project.
Fire Chief Mike Arnhart presented the Council with proposed Fire Department projects.
Chief Arnhart indicated the estimated total funding is $15,450,000. This will include:
Construction of fire stations
Replacement of fire trucks that are expensive due to specialized equipment
Trucks are sold when maintenance expenses start surpassing the value
Police Chief Jill Schlude then presented Council with a presentation for the Police
Department's proposed projects. Chief Schlude indicated the estimated total funding is
