I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.

This item is open to the public: Interested Parties Meeting for the City  
Hall Audio/Visual (AV) Modernization Project  
Brian Adkisson and Josh Theus presented information about the project. Brian noted that  
the Council Chamber is currently the only room with broadcast capabilities, with that  
equipment being from 2010. He reviewed the stakeholder input, including Council  
members, staff (including IT staff and Strategic Plan team leads), board members, and  
events crew.  
The goals of this project include improving reliability, AV capabilities, and compliance  
with ADA accessibility. Brian reviewed the proposed scope of services, which would  
include converting everything from analog to digital, meeting ADA accessibility  
requirements, incorporating future-proofing elements with emerging technologies, and  
ensuring reliable, consistent performance.  
The funds are budgeted in FY 2025, though they may need to be encumbered. Ideally,  
the request for proposals (RFP) would be issued by next week. Other next steps would  
include a pre-proposal tour of the space, reviewing proposals, vendor selection, and then  
procurement and installation. Efforts will be made to minimize impact to meetings and  
broadcasts, but this will be a large project as it would replace all the cameras and  
equipment, including in the Council Chamber.  
Mr. Foster asked about future proofing. Josh noted that we currently have an analog  
system, but with a digital system updates could be as easy as downloading something  
rather than a physical item. While many of these proposed changes are behind the  
scenes, it would allow for crisper video and audio.  
Ms. Peters asked about the budget for the project. There is currently under $600,000  
budgeted, and staff are hopeful that will be sufficient. It could be a case that some items  
may need to be phased in, but the control room and chamber are critical.  
Mr. Waterman asked about retaining recordings from prior meetings. Brian noted that all  
the prior videos are all housed on a separate server and will remain untouched.  
Ms. Sample and Ms. Carroll both asked about live captioning and transcripts. Brian noted  
that live captioning would be included in the RFP, and noted some limitations of digital  
transcription currently.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
- Leasing, purchase or sale of real estate by a public governmental body  
where public knowledge of the transaction might adversely affect the legal  
consideration therefor pursuant to Section 610.021(2) RSMo.  
- Preparation, including any discussions or work product, on behalf of a  
public governmental body or its representatives for negotiations with  
employee groups pursuant to Section 610.021(9) RSMo.  
- Legal actions, causes of action or litigation involving a public  
governmental body and confidential or privileged communications between  
a public governmental body or its representatives and its attorneys  
pursuant to Section 610.021(1) RSMo.  
At approximately 5:20 p.m., Mayor Buffaloe made a motion for the City Council of  
the City of Columbia, Missouri, to immediately go into a closed meeting in  
Conference Room 1A/1B of City Hall to the hiring, firing, disciplining or promoting  
of particular employees by a governmental body when personal information  
about the employee is discussed or recorded pursuant to Section 610.021(3) of the  
Revised Statutes of Missouri; individually identifiable personnel records,  
performance ratings or records pertaining to employees or applicants for  
employment pursuant to Section 610.021(13) of the Revised Statutes of Missouri;  
leasing, purchase or sale of real estate by a public governmental body where  
public knowledge of the transaction might adversely affect the legal  
consideration therefore pursuant to Section 610.021(2) of the Revised Statutes of  
Missouri; preparation, including any discussions or work product, on behalf of a  
public governmental body or its representatives for negotiations with employee  
groups pursuant to Section 610.021(9) Revised Statutes of Missouri; and legal  
actions, causes of action or litigation involving a public governmental body and  
confidential or privileged communications between a public governmental body  
or its representatives and its attorneys pursuant to Section 610.021(1) Revised  
Statutes of Missouri. The motion was seconded by Council Member Peters.

At approximately 5:23 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Sections 610.021(1), (2), (3), (9), and (13).
