I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Monday, August 21, 2023, in the Council Chamber of the City of Columbia, Missouri.  
The Pledge of Allegiance was recited, and the roll was taken with the following results:  
Council Member ANDREA WANER, Council Member ROY LOVELADY, Council Member  
NICK FOSTER, Council Member DON WATERMAN, Council Member BETSY PETERS,  
Mayor BARBARA BUFFALOE, and Council Member NICK KNOTH were present. City  
Manager De’Carlon Seewood, City Counselor Nancy Thompson, City Clerk Sheela Amin,  
and various Department Heads and staff members were also present.  
The minutes of the regular meeting of August 7, 2023 were approved unanimously by  
voice vote on a motion by Mayor Buffaloe and a second by Council Member Foster.  
The minutes of the regular meetings of August 1, 2022 and August 15, 2022 and the  
special meeting of August 13, 2022 were approved unanimously by voice vote on a  
motion by Mayor Buffaloe and a second by Council Member Waner.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Mayor Buffaloe and a second by Council Member Waterman.

III. APPOINTMENTS TO BOARDS AND COMMISSIONS

Mayor Buffaloe explained Melissa Hagen, who currently serves on the Historic  
Preservation Commission in a non-specific role, had indicated she was a real estate  
investor and could fill that role, which had been unfilled for a while, and this would allow  
the Council to then advertise and potentially fill the non-specific role that Melissa would  
vacate. Mayor Buffaloe asked if there was any objection to moving Melissa Hagen to the  
background and expertise as a real estate investor position, and no one objected.

The public hearing was read by the City Clerk, and the bill was given third reading by the  
City Clerk.  
Finance Director Matthew Lue and Assistant Finance Director Jim McDonald provided a  
staff report, and they along with City Manager De’Carlon Seewood and City Clerk Sheela  
Amin responded to Council questions.  
Mayor Buffaloe opened the public hearing.  
Matt Wright, Chair of the Public Transit Advisory Commission, spoke.  
There being no further comment, Mayor Buffaloe closed the public hearing for the evening.  
The Council asked questions and made comments.  
Mayor Buffaloe explained the hearing on the budget would continue to the September 5,  
2023 Council Meeting.

XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Tori Stephens spoke about the need for police and dispatch to listen to those involved in  
an incident and to treat everyone equally.  
Eugene Elkin, 3406 Range Line Street, spoke regarding the police in terms of training  
and the Ashley Street building in terms of the homeless.  
The Council and staff discussed various topics to include thanking staff for working to  
come to a conclusion  
with the laborers union, a request for staff to consider potential  
changes to the ordinances involving nuisances vehicles based on the concerns Glenn  
Rice had expressed earlier and for the Diversity Equity Inclusion Officer to be included  
with regard to the impact on low income people, the situation surrounding Loaves and  
Fishes along with potential solutions and obstacles, thanking the trash collectors for their  
work, thanking City Clerk Sheela Amin and Assistant to City Manager Kristina Wolf for  
their behind the scenes work, various back to school events that included backpack  
giveaways, free haircuts, shoe giveaways, etc., the information provided with utility bills  
being provided in a different manner since many people were focused on paying their bills  
without reading the other items provided with it, the police incident Tori Stephens had  
mentioned which had involved Council Member Lovelady, thanking the police for  
addressing the issues surrounding the prior to school starting activities in the East  
Campus neighborhood, and the purchase and potential use of the McKinney Building.
