I. CALL TO ORDER  
The meeting was called to order by Elke Boyd (Chair) at 7:00  
PM.  
II. INTRODUCTIONS  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, McKenzie Ortiz, Detlef Ritter, Janet Godon, Brad  
Mitchell, and NEW MEMBER Bryan Mink.  
Members Absent: Carol Elliott.  
Also present: Mitch Skov, Tim Teddy, Ted Curtis.  
III. APPROVAL OF AGENDA  
The agenda was approved on a motion by Frank Schmidt and a  
second by Sam Phillips, but the Commission consented to  
moving the Old Business ahead of the New Business.  
IV. APPROVAL OF MINUTES  
Minutes of both the May 2024 and July 2024 meetings were  
approved on motions by Frank Schmidt and seconded by  
Tommy Fieser.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
Krista Shouse-Jones sent her report in advance of the meeting,  
noting that the City’s grant application with Safe Streets for All is  
progressing. YTD Vision Zero injury and fatality data are  
frustratingly high for 2024.  
B. Parks and Recreation Report  
Ms. Godon reported that repair or replacement of MKT Bridges 9 &  
10 is scheduled for October 2025. She also reported that the COLT  
line development is being discussed by the City Council. Parks staff  
will prepare a report about the relative features of “Rails With Trails”  
and “Rails To Trails” plans.  
C. Planning Staff Report  
Mitch Skov presented a Powerpoint presentation about CATSO.  
D. Commissioner IP Meeting Reports  
No members attended the Rollins Road IP meeting  
E. Commission Correspondence  
The BPC sent a letter dated July 31, 2024 to City leaders about the  
I-70 /US 63 project. The letter is part of the BPC record.  
VI. NEW BUSINESS  
A. 2055 CATSO Metropolitan Transportation Plan  
VII. OLD BUSINESS  
A. MoDOT Improve I-70 Update  
Elke Boyd offered an update on the Improve I 70 project, she  
offered a Powerpoint presentation showing options for outer roads  
along I-70 through Columbia.  
Tim Teddy described a 50/50 cost share proposal that the City  
submitted to MODOT. The proposal would offer several  
pedestrian-friendly enhancements to the new interchange at I-70/US  
63.  
VIII. OTHER BUSINESS

X. NEXT MEETING DATE  
The next meeting of the Commission is scheduled for Wednesday,  
September 18, 2024.

The meeting was adjourned at 8:30 PM, on a motion by Frank  
Schmidt and Second by McKenzie Ortiz.
