I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Monday, December 2, 2024, in the Council Chamber of the City of Columbia,  
Missouri. The Pledge of Allegiance was recited, and the roll was taken with the following  
results: Mayor BARBARA BUFFALOE, Council Member VALERIE CARROLL, Council  
Member LISA E.A. MEYER, Council Member ROY LOVELADY, Council Member NICK  
FOSTER, Council Member DON WATERMAN, and Council Member BETSY PETERS  
were present. City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City  
Clerk Sheela Amin, and various Department Heads and staff members were also present.  
The minutes of the regular meeting of November 18, 2024 were approved unanimously by  
voice vote on a motion by Mayor Buffaloe and a second by Council Member Meyer.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Mayor Buffaloe and a second by Council Member Lovelady.  
II. SPECIAL ITEMS

Special award presentation to City of Columbia Parks and Recreation from  
the Missouri State High School Activities Association (MSHSAA).  
Jennifer Rukstad, the MSHSAA Executive Director, and Craig Long, the MSHSAA Chief  
Financial and Operating Officer, presented Columbia Parks and Recreation with the 2024  
Mal Mayse Distinguished Service Award for its exceptional commitment to providing  
high-quality facilities and services that promote youth sports and physical activity  
throughout Missouri.

Recognition of Civic Academy Fall 2024 Participants.  
Mayor Buffaloe and City Manager De’Carlon Seewood recognized the graduates of the  
most recent Civic Academy. The graduates recognized were Eileen Avery, Suhsi Avula,  
Chrishama Butler, Sharon Bennett, Joseph Blanton, Brian Carl, Annie Eisenbeis, John  
Emery, Tanya Heath, Beth Kelly, Yolanda Hernandez, Shawna Johnson, Christina

Common Collector Elimination (PCCE) #42 sanitary sewer improvement  
project.

of the proposed West Broadway and Aldeah Avenue PCCE #42 Sanitary Sewer  
improvement project. The motion was seconded by Council Member Carroll and  
approved unanimously by voice vote.

Proposed construction of Sanitary Sewer Project #11 for the rehabilitation  
of sewer pipe, sanitary structures and lateral connections in central areas  
of Columbia.

Director of Electric Erin Keys responded to Council questions and comments.

X. REPORTS

North 763 Community Improvement District - Board of Directors  
Membership.  
Mayor Buffaloe made a motion to reappoint Roger Moser and Robert Walters to the North  
763 CID Board of Directors to terms ending December 14, 2028, and to appoint Amy  
Dalton to the North 763 CID Board of Directors to a term ending December 14, 2026. The  
motion was seconded Council Member Meyer and approved by voice vote with everyone  
voting yes except Council Member Foster and Council Member Waterman who both  
stepped out during the vote.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Eugene Elkin, 3406 Range Line Street, spoke about speed humps and the vulnerability of  
the homeless along with the need for empathy toward them.  
The Council and staff discussed various topics to include appreciation for the  
infrastructure projects that had come before them tonight, the fact 10,291 bags of litter  
had been picked up along roadways by volunteers last year, appreciation for volunteers,  
understanding the pedestrian safety report would come to the Council at its December 16  
meeting and the sidewalk policy report would come to the Council in January, an update  
on body-worn cameras with automatic activation capabilities, which would be brought  
forward with a budget amendment potentially this Spring, the ability to purchase fried  
turkeys from the Rotary Club of Columbia, which provided over 150 turkeys to local social  
service organizations and the Columbia Fire Department and allowed support for various  
service organizations throughout the year, the ability to purchase a Christmas tree from  
the Downtown Optimist Club, which contributed to the work that organization did,  
primarily for children, a suggestion to listen to a story on KBIA regarding a new program  
at Room at the Inn that allowed for a case manager to assist people in finding their way  
toward more stability, the interactions within the Community Support Docket at the  
Municipal Court as people who were struggling were treated kindly and put in touch with  
support services, the continuation of the services of Cavanaugh Noce as the Municipal  
Judge, which had been approved as part of the consent agenda, Council Member Foster  
indicating he would be guided by the “common good” in his decision-making at the dais  
and encouraging others to do the same, appreciation for the multiple City departments  
and divisions that responded to this past Saturdays snow event along with the patience  
of impacted community members, a request for an ordinance to come forward updating  
the membership on the Parking Advisory Commission (PAC), the scheduling of interviews  
for the Citizens Police Review Board (CPRB) and potentially starting a pre-council earlier  
to accommodate those interviews, and a reminder that Friday at 5:00 p.m. was the  
deadline to apply to serve on a city board or commission.
