I. CALL TO ORDER  
II. INTRODUCTIONS  
Chair Tim Teddy called the meeting to order at 1:30 pm. Nine members were in  
attendance.

III. APPROVAL OF AGENDA  
Thad Yonke made a motion to approve the agenda as written. The motion was  
seconded by Mike Henderson. The motion passed unanimously.  
IV. APPROVAL OF MINUTES  
Yonke made a motion to approve the draft minutes as written, with a second by  
Henderson. The motion passed unanimously.  
V. PROPOSED FY 2025-2028 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)  
AMENDMENT  
Mitch Skov gave an overview of the proposed TIP amendment to add  
a new  
GoCOMO transit system project. This project will add Section 5339 Federal  
Transit Administration (FTA) capital funding that will allow GoCOMO to order  
four new paratransit vehicles, and potentially five if the vehicle costs allow for  
that. After discussion, Yonke made  
a
motion to forward the amendment to the  
recommendation of approval. The  
CATSO Coordinating Committee with  
a
motion was seconded by Henderson. The motion passed unanimously.  
VI. POTENTIAL MAJOR ROADWAY PLAN AMENDMENT TO RECLASSIFY WEST ASH  
STREET TO NEIGHBORHOOD COLLECTOR/MAJOR ROADWAY NETWORK STUDY -  
PUBLIC HEARING AT MAY 22, 2025 CATSO COORDINATING COMMITTEE MEETING  
Chair Teddy discussed the issues related to this MRP amendment request. He  
mentioned that there is  
a
possibility of hiring  
a
consultant to do  
a
major  
roadway network study for the arterial and collector streets in the vicinity of  
Ash Street. This study would examine how the street system in this area  
functions, and how  
a
possible downgrade of Ash Street to  
a
lower street  
classification would affect the system. There was further discussion about the  
varying design standards of major collector compared to neighborhood  
collectors.  
No action was taken by the committee.  
VII. PROPOSED 2025 UPDATE TO CATSO COORDINATED PUBLIC TRANSIT HUMAN  
SERVICES TRANSPORTATION PLAN  
Skov gave  
a
brief overview of the 2025 update to the CATSO Coordinated Public  
FTA requirement in  
Transit Human Services Transportation Plan, which is  
a
order for a metropolitan planning area to be eligible for FTA federal funding.  
Yonke commented that there was analysis in the Plan from 2017 that was  
based on  
indicated that  
GoCOMO Transit Master Plan done by Olsson Associates. In the meantime, he  
would like this update to be approved so there is more up-to-date Plan in  
place. Yonke made motion to recommend to the Coordinating Committee that  
they adopt the proposed Plan. The motion was seconded by Richard Stone. The  
a
previous GoCOMO route system. Skov acknowledged that, and  
a
further update would be done using data from the draft  
a
a
motion passed unanimously.  
VIII. ROUTE B INTERSECTION WITH FUTURE "NORTHEAST LOOP" MAJOR  
COLLECTOR - DISCUSSION  
Skov noted that  
a meeting had been held at the REDI office in mid-April to  
discuss the planned expansion of the Schneider Electric facility on Route B.  
This expansion will add more employees to the facility along with additional  
traffic. Representatives of the other major employers along the Route  
corridor were also present, along with MoDOT and City staff. The northern  
boundary of the Schneider Electric property includes future major collector

street, which would comprise one section of the so-called Northeast Loop  
collector street.  
The Committee discussed the potential street improvements that could be  
implemented related to the plant expansion, which could include traffic signals  
and new rearage/backage roadways to minimize driveway access to Route B,  
and keep traffic accessing Route

IX. OTHER BUSINESS  
None.  
X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
There were brief comments made about the potential Ash Street reclassification.  
XI. NEXT MEETING DATE  
The next regularly scheduled meeting is the first Wednesday in August, which  
is August 6.  
XII. ADJOURNMENT  
Yonke made  
a motion to adjourn the meeting. The motion was seconded by  
Skov. The motion passed.  
Chair Teddy adjourned the meeting at 2:13 p.m.
