III. APPROVAL OF AGENDA  
Amanda Hinnant moved to approve the agenda. Stephanie Yoakum seconded the  
motion. The motion unanimously passed.  
IV. APPROVAL OF MINUTES  
Draft minutes from 09 02 2025  
Amanda Hinnant moved to approve the draft minutes from 09 02 2025. Stephanie  
Yoakum seconded the motion. The Motion passed based on a majority vote. Liz  
Townsend Bird Abstained  
Approval of Closed Meeting Minutes 09 02 2025  
Amanda Hinnant motioned to approved the Closed Meeting Minutes from 09 02  
2025. Stephanie Yoakum seconded the motion.

V. OLD BUSINESS  
Review Proposed changes for Chapter 12-57 of the Code of Ordinances  
Staff advised that the amendment to Chapter 12 of the Code of Ordinances will go  
before Council during the next City Council meeting on Monday, October 20th.  
Public Sanitary Facilities  
Staff advised that Parks & Recreation Department is still working to determine  
when a report will be available to Council to locate where a potential facility will be  
located. Staff also advised that City Leadership will be exploring an Urban Camping  
ordinance to ensure there is clarity of who can camp on the park grounds legally.  
Missouri Human Rights Commission Outreach Event in March, 2026  
Staff indicated that they will continue to reach out to the MCHR to determine if  
they would be available to participate in presentation to the public about how they  
conduct their complaint process.  
VI. NEW BUSINESS  
HREP Proposals  
Amanda Hinnant moved to approve the National History Day HREP request for  
$100.00. Stephanie Yoakum seconded the motion. The motion unanimously passed.  
Amanda Hinnant moved to approve the Hickman High (Tibetan Culture with  
Champa Lhunpo) HREP request for 500.00. Stephanie Yoakum seconded the motion.  
The motion unanimously passed.  
HRC Budget Update  
Staff went over the FY25 budget and what was expended with the Commission.  
Staff also advised that the budget for FY26 was approved based on the  
recommendation from the Commission.  
VII. REPORTS  
CPRB  
Stephanie Yoakum indicated that she in currently participating in Civic Academy  
through the City. She also indicated that she will be attending the NACOLE  
conference in Indianapolis and will provide an update upon her return. Amanda  
Hiannant moved to reappoint Stephanie Yoakum as the liaison for 2025-2026 fiscal  
year. Meera Sood seconded the motion. The motion unanimously passed.  
Other Reports  
The Commission discussed Mid Missouri Pride Fest and how the weekend of  
festivities went. The Commission discussed what days they would be willing to  
participate and vendor in for next year’s festival. The Commission also discussed  
updating literature since there will be some changes to upcoming ordinance.

No closed session at this time since there are no open cases.

Amanda Hinnant moved to adjourn the meeting at 6:23 p.m. Meera Sood seconded  
the motion. The motion unanimously passed.
