Review Proposed changes for Chapter 12-57 of the Code of Ordinances
Staff indicated that the proposed changes to Chapter 12-57 was approved during
the Council meeting on Monday, November 3rd. The ordinance will now be
updated officially through Municode.
Public Sanitary Facilities
Staff indicated that the City is exploring an Urban Camping ordinance and if a
resolution will be brought forth by Council to be considered. The Commission
mentioned the Department of Natural Resources permitting process and its impact
on waste water which may be something that impacts the decision to proceed with
this type of ordinance.
Missouri Human Rights Commission Outreach Event in March, 2026
The Commission expressed that they would like to have the Missouri Commission
on Human Rights to come out and participate in a program Spring 2026. The
Commission will brainstorm potential dates and prepare that information for the
next meeting in December.
VI. NEW BUSINESS
HREP Outreach Strategy
The Commission discussed utilizing City Source to advertise and also requested
staff to look into social media advertisement for HREP request. Staff will look into
process to ensure that advertisement budget can be utilized for social media
advertisement boost on platforms like Facebook.
Generate Ideas for Updated HRC Literature and Outreach
Commission would like to have a Rack Card created that describes what the HREP
funding along with criteria for applications and examples from previous HREP
request. The Commission would like to have a “Know Your Rights” Poster created,
they will review these ideas and provide them to staff in preparation for the
December meeting for consideration.
VII. REPORTS
CPRB
Stephanie Yoakum mentioned she was provided a request for removal letter from
the Columbia Police Officer Association (CPOA). Advised that she will await any
decision or discussion from the CPRB and City Council. Stephanie mentioned that
there were appointments made on the CPRB and there is a lack of representation
from people of color on the board. Stephanie also mentioned her trip to NACOLE on
behalf the CPRB in Minneapolis, MN. She mentioned the policy discussion, drug
court treatment, and crisis intervention strategies. She also mentioned that she
took part in a session held by an independent police investigator and the benefit of
attending that session.
