I. CALL TO ORDER  
The meetng was called to order at 6:01 pm.  
II. INTRODUCTIONS

III. APPROVAL OF AGENDA  
SPISSO moved to approve the agenda. The motion was seconded and passed by  
unanimous voice vote.  
IV. APPROVAL OF MINUTES  
Spisso moved to approve the Minutes of the August 27, 2024 CEC meeting. The  
motion received a second. GUSTAFSON and HARDESTY NORRIS abstained. All  
other members voted in favor.  
V. PUBLIC COMMENT PRACTICE  
The following public comment practice statement was affirmed as a consensus of  
the Commission.  
"The CEC values public input and has established the following opportunities to  
receive comments from the public:  
Members of the public may request up to 10 minutes on the agenda to present to  
the commission under the Special Item section. Placement on the agenda will be  
at the discretion of the Chair based on relevance to the duties and  
responsibilities of the commission outlined in Sec. 2-294 of the city code.  
Every agenda will include a section for general comments by the public. Each  
member of the public wishing to speak will be allowed up to three minutes.  
Persons representing a group will be allowed up to 5 minutes."  
VI. SPECIAL ITEMS  
Mr. Fracica responded to the questions from the CEC both written and in person  
regarding the Water and Light Advisory Commission renewable energy  
ordinance recommendations to the City Council.  
VII. OLD BUSINESS  
Water and Light Advisory Board Final Recommendations to City Council for  
Renewable Energy Ordinance Revisions  
The Commission discussed the timing and manner of providing comments and  
recommendations to the City Council.  
TIPPETT MOSBY moved to table the agenda item "Climate and Environment  
Commission quorum requirements" the motion received a second. LUDDEN,  
HARDESTY NORRIS, SPISSO and HUHMAN voted in opposition, all others voted in  
favor. The motion passed.  
TIPPETT MOSBY moved to table the agenda item"Commercial Paper Recycling."  
The motion received a second and was approved unanimously.  
VIII. NEW BUSINESS  
Commission member HARDESTY NORRIS presented "Streams & Water" with  
information about Boone County planning efforts, overlap with CAAP statements,  
stormwater and wastewater Integrated Management Plan, and development  
rules and activity.
