I. CALL TO ORDER  
Chair Amanda Hinnant called the meeting to order at 5:30 p.m.

Amanda Hinnant moved to approve the agenda. Diamond Scott  
seconded the motion to approve the agenda, motion was approved  
unanimously.  
Minutes November 7, 2023 Draft  
Amanda Hinnant moved to approve the minutes, Stephanie Yoakum  
seconded the motion, the motion passed unanimously.  
V. SPECIAL ITEMS  
Jane Williams, Love Columbia  
Jane Williams and Lori Acton from Love Columbia presented on affordable  
housing, and source of income discrimination, and discussed the  
following:

Possible ways of education in the inspection process  
Rent being increased as possible backlash to source of income  
Homeowners Associations prohibiting vouchers  
Legislation tied to federal funding  
VI. OLD BUSINESS  
Human Rights Commission Representative to the Citizen Police Review  
Board  
No members are interested in this role, this item was tabled to the January  
meeting.  
Inclusionary Policy  
Stephanie Yoakum discussed her research, specifically Chapel Hill,  
North Carolina; Atlanta, Georgia, and communities incentivizing  
development.  
Rack Card  
Staff to correct the alphabetization of protected categories and send  
edits back out to members.  
HREP Promotions  
Meera Sood to reach out to Michelle Baumstark (CPS), members to  
reach out to the organizer of unbound.  
Fillable discrimination form on website.  
This topic was discussed.  
VII. NEW BUSINESS  
Listening Session (Library)  
Members discussed possible dates, topics, and co-sponsors for their  
March listening events.  
March 9 was determined to be a good date, pending availability, Paige  
to reach out to library to determine availability.  
Sanctuary City Discussion  
Diamond Scott moved to move forward with recommending a sanctuary  
city ordinance, Paige Lubbering seconded motion. Motion passed  
unanimously.  
Meera Sood moved for Chair to draft a report for council, Diamond Scott  
seconded the motion. Chair to email staff for distribution, and the goal  
is to put the report on the December 19, 2023 agenda.  
VIII. REPORTS  
CPRB  
There was no CPRB update  
Education and Outreach  
Outreach discussed the diversity breakfast, and prior funding of this  
event.  
Amanda Hinnant moved to fund the diversity breakfast, Meera Sood  
seconded. The motion passed unanimously.  
Other Reports  
There were no other reports.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Pat Fowler discussed EPA federal funding, the need for public  
bathrooms, water issues raised by the Office of Sustainability. Kriss  
Jones also discussed the connection between water and public health.

Next Meeting January 2, 2023 at 5:30 p.m.
