I. INTRODUCTIONS  
Chair Amanda Hinnant called the meeting to order at 5:30 p.m.  
Present: Amanda Hinnant, Paige Lubbering, Astrid Villamil, Diamond  
Scott  
Absent: Cheryl Miller, Stephanie Yoakum, Meera Sood  
Staff: Kristin Mengwasser  
Members of the Public: multiple members of the public and news  
agencies were present.

II. APPROVAL OF AGENDA  
Amanda Hinnant moved to amend the agenda by moving new business item  
LGBTQ+ and public comment on this topic to the beginning of the  
meeting.  
Diamond Scott seconded the motion to amend the agenda and approve  
as amended, motion was approved unanimously.  
III. APPROVAL OF MINUTES  
Minutes October 3, 2023-Draft  
Amanda Hinnant moved to approve the minutes, Astrid Villamil  
seconded the motion, the motion passed unanimously.

V. OLD BUSINESS  
No special items.  
Human Rights Commission Representative to the Citizen Police Review  
Board  
This item was tabled to the December meeting.  
Inclusionary Housing Policy  
Astrid discussed her research into Iowa City’s inclusionary policy and will send her  
research to staff for forward.  
Rack Card  
Staff to email updates, and will discuss changes.  
Rental Application Update  
Astrid moved to recommend addition of language to rental application, Amanda  
seconded, motion passed.  
Source of Income Discrimination (Discuss Readings)  
The topic was discussed.  
HREP Promotion Plans  
Fillable Discrimination Form on the City Website  
VI. NEW BUSINESS  
LGBTQ+ Sanctuary City  
The chair discussed the draft ordinance emailed to the commission,  
discussed the requests and actions of City Council on 11/6, and  
explained the process for recommendation to council.  
Bry Mink, Mel Tully, and other members of the Public spoke to  
members of the commission in support.  
Paul Harper spoke in support, and discussed being on the drafting  
committee.  
Future speakers, Jane Williams (December)  
Jane Williams will speak at the December meeting.

CPRB  
There was no CPRB update.  
Education and Outreach  
No update, the subcommittee tabled their business to the December  
meeting.

VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Chriss Jones spoke about unhoused, North Central Neighborhood meet  
last Saturday of month at 10 a.m.
