I. CALL TO ORDER  
II. INTRODUCTIONS  
The meeting was called to order by Elke Boyd (Chair) at 7:00 PM.  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, Meg Ross, Carol Elliott, Detlef Ritter, Janet Godon.  
Members Absent: Jackson Hotaling.  
Also present: Mitch Skov, Krista Shouse-Jones, Richard Stone.  
III. APPROVAL OF AGENDA  
The agenda was approved on a Motion by Carol Elliott and a  
Second by Detlef Ritter.  
IV. APPROVAL OF MINUTES  
Minutes of the July 19, 2023, meeting were approved on a Motion by  
Frank Schmidt and a Second by Carol Elliott.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
Krista Shouse-Jones provided comparative data on serious injury and  
fatal traffic accidents involving pedestrians and bicyclists occurring  
in 2022 and YTD 2023. Ms. Shouse-Jones also updated the  
Commission on efforts to obtain Safe Streets grants.  
B. Parks & Recreation Report  
Janet Godon reported that the Parks Department is preparing for  
surface improvements on the Hinkson Creek Trail, the Bear Creek  
Trail and the MKT Trail.  
C. Planning Staff Report  
Mitch Skov reported that the City had received grants for two  
sidewalks.  
D. Commissioner IP Meeting Reports  
Chair Boyd reported that the Commission had not received notice of  
two IP meetings.  
E. Commission Correspondence  
None.  
VI. NEW BUSINESS  
A. Election of Vice Chair  
Frank Schmidt nominated Carol Elliott to serve as Vice Chair of the  
Commission. Sam Phillips seconded. No other persons were  
nominated. Carol Elliott announced her willingness to serve. She was  
elected by a unanimous vote.  
B. Active Transportation Summit Report  
Carol Elliott and Frank Schmidt discussed their attendance at this  
meeting, held recently in Jefferson City.  
C. Route B Road Safety Audit Report  
Krista Shouse-Jones described and provided the completed  
Route B Report.  
VII. OLD BUSINESS  
A. MoDOT Improve I-70: City Letters and MoDOT Meeting  
The Commission discussed recent correspondence to City leaders  
from the Commission. Richard Stone discussed his understanding of  
the political and legal relationships that the City will have with  
MODOT as the I 70/US 63 interchange project develops.  
VIII. OTHER BUSINESS  
None.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
None.  
X. NEXT MEETING DATE  
The next meeting of the Commission is Wednesday, November  
15, 2023.

Meeting adjourned at approximately 8:30 PM upon a Motion by  
Frank Schmidt and a Second by Sam Phillips.
