I. CALL TO ORDER  
The meeting was called to order at approximately 5:00 p.m.

Zach Privette, President, with Columbia Professional Firefighters, IAFF Local 1055  
presented Council their collective bargaining priorities and proposals. These include:  
Collective bargaining improvements, voluntary recognition of support staff, compensation  
(base, add pay, uniforms and meals), staffing and retirement health insurance program.  
Council and staff discussed further.  
Andrew Hutchinson with Local 955 presented Council with their bargaining objectives.  
These include: Paygrade/market adjustments (move solid waste into step scale),  
increase to 401a., cost of living adjustment, adjust step scale (widen it.), address DOT  
physical concerns, address holiday ordinance (8 hours - 10 hours), increase standby  
pay, binding arbitration for grievances/overhaul of grievance process.  
Council and staff discussed further.  
Don Weaver, CPOA General Counsel, presented Council with their bargaining goal which  
is to attract and retain the best and brightest for Columbia policing. To attract and retain  
you must 1) have a pay step plan (competitive wages at all steps plus automatic  
progression, 2) pension restoration/enhancement and 3) neutral and unbiased outside  
review of discipline (binding arbitration).

Stacey Weidemann, Constituent Services & Legislative Affairs Admin.introduced Susan  
Henderson Moore & Cara Stark both consultants with Polsinelli.  
Moore and Stark reviewed the following topics with Council:

State of Missouri Legislative Process  
Bills can originate from either the Missouri House or Senate, but ultimately must be  
passed by both chambers before going to the Governor.  
It is a long process for a proposed bill to make it to the Governor’s desk.  
Reporting Throughout Session  
Throughout the session, you will receive regular updates on high priority bills.  
These will include bills that are of special interest to departments, to Council, or to the  
community overall.  
In addition to the update, a tracking report will be shared that you can refer to for the  
latest action and update.  
Fiscal Notes  
A fiscal note is an estimate of any cost or revenue increases or decreases that may  
result from proposed legislation.  
Throughout session, we closely monitor items that may benefit from a fiscal note.  
When preparing, there is collaboration among the City Manager’s Office, Finance  
Department, and any other impacted department. (for example, bills that would reduce or  
eliminate sales tax from certain items, etc.)

January 8th (First Day of Legislative Session)  
March 1st (Last day to introduce bills)  
May 9th (State Budget Deadline (FY 2026)

This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Preparation, including any discussions or work product, on behalf of a  
public governmental body or its representatives for negotiations with  
employee groups pursuant to Section 610.021(9) RSMo.  
At approximately 6:41 p.m., Mayor Buffaloe made a motion for the City Council of  
the City of Columbia, Missouri, to immediately go into a closed meeting in  
Conference Room 1A/1B of City Hall to discuss the preparation, including any  
discussions or work product, on behalf of a public governmental body or its  
representatives for negotiations with employee groups pursuant to Section  
610.021(9) of the Revised Statutes of Missouri. The motion was seconded by  
Council Member Foster.

At approximately 6:41 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Section 610.021(9).  
At approximately 6:58 p.m., the City Council went into their regular Council meeting in  
Council Chambers.  
The regular city council meeting minutes will have the detail of the discussion at that  
meeting.  
Mayor Buffaloe made a motion for the City Council of the City of Columbia,  
Missouri, to return into the closed meeting in Conference Room 1A/1B of City Hall  
to discuss the preparation, including any discussions or work product, on behalf  
of a public governmental body or its representatives for negotiations with  
employee groups pursuant to Section 610.021(9) of the Revised Statutes of  
Missouri at approximately 8:45 p.m., that motion being seconded by Council  
Member Foster.  
At approximately 8:50 p.m., the City Council returned to closed session in  
Conference Room 1A/1B pursuant to RSMo Section 610.021(9).
