I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Monday, July 17, 2023, in the Council Chamber of the City of Columbia, Missouri.  
The Pledge of Allegiance was recited, and the roll was taken with the following results:  
Council Member NICK KNOTH, Mayor Pro Tem and Council Member ANDREA WANER,  
Council Member ROY LOVELADY, Council Member NICK FOSTER, Council Member  
DON WATERMAN, and Council Member BETSY PETERS were present. Mayor  
BARBARA BUFFALOE was absent. City Manager De’Carlon Seewood, City Counselor  
Nancy Thompson, City Clerk Sheela Amin, and various Department Heads and staff  
members were also present.  
The minutes of the regular meeting of June 20, 2023 were approved unanimously by voice  
vote on a motion by Council Member Peters and a second by Council Member Foster.  
The minutes of the regular meeting of June 6, 2022 and June 21, 2022 were approved  
unanimously by voice vote on a motion by Council Member Waterman and a second by  
Council Member Knoth.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Mayor Pro Tem Waner and a second by Council Member Lovelady.  
II. SPECIAL ITEMS

Resolution of Appreciation - Geoff Jones, Police Chief.  
Mayor Pro Tem Waner asked Police Chief Geoff Jones to join her at the podium and  
presented him with a resolution of appreciation signed by the City Council.

University of Missouri and spoke.

Utilities Director David Sorrell and Utilities Services Manager Brandon Renaud provided a  
staff report, and they along with City Clerk Sheela Amin responded to Council questions.  
Mayor Pro Tem Waner opened the public hearing.  
Chriss Jones, a Second Ward resident, spoke.  
There being no further comment, Mayor Pro Tem Waner closed the public hearing.  
Council Member Knoth made a motion to accept the 2023 Renewable Energy  
Plan. The motion was seconded by Council Member Waterman and approved  
unanimously by voice vote.  
VI. OLD BUSINESS

Amending Chapter 13 of the City Code to establish business license  
regulations for microbusiness marijuana facilities.

Amending Chapter 16 of the City Code to establish new regulations for the  
adult use of marijuana.  
The bills were given second reading by the City Clerk.  
City Counselor Nancy Thompson provided a staff report, and she and Finance Director  
Matthew Lue responded to Council questions.  
Dan Viets, 15 N. Tenth Street, indicated he was the primary drafter of the ordinance that  
these ordinances were set to repeal as well as one of several people that contributed to  
drafting of Article 14 Section 1, the medical provisions passed in 2018, and Article 14  
Section 2, the adult use non-medical provisions passed in 2022, and spoke.  
Eugene Elkin, 3406 Range Line Street, spoke.  
The Council asked questions and made comments.  
Council Member Knoth made a motion to amend B142-23 by replacing “$1,000.00  
(one thousand dollars)” with “$500.00 (five hundred dollars)” in Section 13-424(f).  
The motion was seconded by Council Member Foster and approved unanimously  
by voice vote.

Finance Director Matthew Lue offered to answer questions, and the Council did not have  
any questions.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Carrie Gartner, the Executive Director of the Business Loop CID with offices at 14  
Business Loop East, offered to answer questions regarding REP35-23, which involved the  
Business Loop CID FY 2024 annual budget. The Council did not have any questions.  
Chriss Jones, a Second Ward resident, spoke about her concern that the two officers  
that assaulted a community member would not have charges pressed against them.  
Eugene Elkin, 3406 Range Line Street, spoke about issues concerning the homeless,  
the assets identified in the budget, and the police.  
Susan Renee Carter indicated she was representing Race Matters, Friends, and spoke  
regarding concerns they had with the investigation of the City of Columbia police incident  
Chriss Jones had mentioned earlier that had been conducted by the Boone County  
Sheriff’s Department, the recent Citizens Police Review Board (CPRB) meeting, the  
leadership of the Chair of the CPRB, Reece Ellis, and the work of CPRB Member Doug  
Hunt with regard to the notification process and the appeals timelines.  
The Council and staff discussed various topics to include thanking Mayor Pro Tem Waner  
for ably leading them tonight, thanking Police Chief Geoff Jones for his service and  
dedication to the community, the status of the process of selecting a new police chief  
along with the ability for the public to provide input via BeHeard, the status of the process  
to review of the Unified Development Code (UDC) with the central city area in mind,  
thanking staff for the robust discussion regarding the budget this past Saturday and the  
availability to view that discussion online, the fact BeHeard was being utilized for both the  
police chief hiring process and the budget process, and that the first public hearing on the  
budget would be held at the next council meeting, which was scheduled for August 7,  
2023.
