I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Tuesday, September 5, 2023, in the Council Chamber of the City of Columbia,  
Missouri. The Pledge of Allegiance was recited, and the roll was taken with the following  
results: Council Member ROY LOVELADY, Council Member NICK FOSTER, Council  
Member DON WATERMAN, Council Member BETSY PETERS, Mayor BARBARA  
BUFFALOE, Council Member NICK KNOTH, and Council Member ANDREA WANER  
were present. City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City  
Clerk Sheela Amin, and various Department Heads and staff members were also present.  
The minutes of the regular meeting of August 21, 2023 were approved unanimously by  
voice vote on a motion by Mayor Buffaloe and a second by Council Member Lovelady.  
Mayor Buffaloe explained there had been a request by a constituent to move B203-23  
from the consent agenda to old business.  
The agenda, including the consent agenda with B203-23 being moved to old business,  
was approved unanimously by voice vote on a motion by Mayor Buffaloe and a second by  
Council Member Waner.  
II. SPECIAL ITEMS

Citizen Life-Saving Award Presentation.  
Fire Chief Clayton Farr, Jr. recognized Ashley McCarter, Ashley Walker, and the  
responding police officers and firefighters for their efforts in saving the life of Gloria Miller,  
and presented Ashley McCarter and Ashley Walker with the Distinguished Citizen  
Life-Saving Awards.

The public hearing was read by the City Clerk, and the bill was given fourth reading by the  
City Clerk.  
Finance Director Matthew Lue and Budget Officer Andrea Greer provided a staff report,  
primarily with regard to the budget amendments, and they along with various staff  
members and others, including Lily White, Vice President of the Columbia Chamber of  
Commerce, responded to Council questions. The Council also discussed the few  
amendments they had suggested.  
Mayor Buffaloe opened the public hearing.  
Jeanne Locklear, 4400 Thornbrook Ridge, indicated she was a city employee and spoke.  
Chriss Jones, a Second Ward resident, spoke.  
Susan Renee Carter, a Second Ward resident, spoke.  
Eugene Elkin, 3406 Range Line Street, spoke.  
There being no further comment, Mayor Buffaloe closed the public hearing.

numbers 1 through 38 on the staff budget amendment sheet. The motion was  
seconded by Council Member Foster and approved unanimously by voice vote.

amendment of $1.3 million for paid family leave, which they referred to as  
amendment number 5 on the council budget amendment sheet although it had  
not been included on that amendment sheet. The motion was seconded by  
Council Member Waner and approved unanimously by voice vote.  
Mayor Buffaloe explained they would continue the discussion on the budget and would  
vote on the budget at the next council meeting.  
VI. OLD BUSINESS

Adopting amendments to the strategic plan priorities and goal statements  
contained within the City of Columbia, Missouri Strategic Plan.  
The policy resolution was read by the City Clerk.  
Community Relations Manager Stephanie Brown and Human Resources Director Kathy  
Baker provided a staff report, and responded to Council questions.  
Susan Renee Carter, a Second Ward resident, spoke.  
The Council asked questions and made comments.  
Mayor Buffaloe made a motion to amend PR125-23 by adjusting the text within  
the Organizational Excellence priority in Exhibit A so the goal statement was  
“create and support an engaged workforce and organization that delivers an  
efficient, innovative, transparent and collaborative city government.” The motion  
was seconded by Council Member Waner and approved unanimously by voice  
vote.

Community Development Director Tim Teddy provided a staff report, and responded to  
Council questions.  
Jesse Stephens, an engineer with Crockett Engineering with offices at 1000 W. Nifong  
Boulevard, indicated he was representing the applicant, Dr. Letrisha Thomas, spoke, and  
responded to Council questions.  
Tom Wellman indicated he resided on the neighboring property and spoke.  
Tom McNabb indicated he had offices at 104 Clinkscales Road and was the owner of the  
single-family house at the northwest corner of the intersection of Broadway and  
Clinkscales Road, and spoke.

Funds.  
Mayor Buffaloe pointed out there was a typo on the final item in that it should be wireless  
communications and not ARC maintenance contractual improvements, and that the typo  
did not affect the transfer from occurring correctly.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Eugene Elkin, 3406 Range Line Street, spoke regarding the need for people to speak into  
the microphone, volunteerism, and the potential for a recycling site off of Vandiver Drive.  
The Council and staff discussed various topics to include suggesting council members  
provide a report upon returning from conferences or other educational related, thanking  
Council Member Waner for her work on paid family leave, recommending that people read  
the budget as it was educational, highlighting particular items within the budget such as  
moving the Project Management Office to the City Managers Office, the use tax and  
marijuana tax as it was providing an additional resource, moving the Economic  
Development and Global Affairs position from half-time to full-time, the new Housing and  
Neighborhood Services Department, and the increase in employee pay, thanking staff for  
their work on the budget, the success of this years budget process which included  
identifying priorities during the retreat, whether they should cancel the January 2, 2024  
council meeting, a request for an actuarial study, for which there was consensus, to  
determine the effect on the police and fire pensions if the City invested an additional  
amount over and above the routine amount, a request for resolutions of support to be  
drafted for Council consideration for the Columbia Square Apartments and Claudell  
Homes, Spartan Pointe, Gentry Estates, and Providence Walkway projects in terms of  
their applications to the Missouri Housing Development Commission for Low Income  
Housing Tax Credits, taking the group Council photo on September 18, and the prices  
associated with quint fire trucks.
