I. CALL TO ORDER  
Hunt called the meeting to order at 6:02 p.m.  
Board Members Present: Denise Balazic, Harry Castilow, Stephanie Coleman, Douglas  
Hunt, Stephanie Yoakum, and Jamie Thornsberry.  
Excused Absence: Xavier Lee Scruggs, Steven Jeffrey, and Reece Ellis.  
Unexcused Absence: None  
Staff Present: Assistant Chief Dickinson, Peyton Oliver, and Rose Wibbenmeyer  
Members of the public were present.

There were introductions.  
III. APPROVAL OF AGENDA  
Thornsberry made a motion to approve the agenda. Coleman seconded the  
motion. The motion passed unanimously.  
IV. APPROVAL OF MINUTES

Thornsberry made a motion to approve the draft open meeting minutes of the  
September 11, 2024 regular meeting. Yoakum seconded the motion. The motion  
passed unanimously  
V. OLD BUSINESS  
Planning for Training  
The Board discussed what training they would like to see in the future.  
Hunt said that he would like to continue focusing on certain topics. He would like a focus  
on mental health or people under the influence of drugs/alcohol and how police interacts  
with those people. Yoakum said she would like to go over the training for de-escalation.  
VI. NEW BUSINESS  
Election of Chair  
The Board reached consensus to table election of chair to next month's meeting.

The Board discussed the following items for next month’s agenda. Additional items may  
be added later.

Yoakum gave a report.  
VIII. GENERAL COMMENTS BY PUBLIC  
Chriss Jones spoke on behalf of Hold CoMo Accountable. Chriss Jones spoke about her  
recent experience with the complaint process.  
Traci Wilson-Kleekamp spoke about de-escalation. Traci Wilson-Kleepkamp expressed  
interest in the new City of Columbia Police Academy and the future Curriculum. Traci  
Wilson-Kleepkamp also spoke about co-responders.  
Susan Renee Carter spoke on behalf of Race Matters Friends. Susan Renee Carter said  
that she supports returning the original powers to the Board. Susan Renee Carter  
disagreed with the presence of a police department representative at the dais. Susan  
Renee Carter recommended that the officer be in plain clothes in the audience.  
Dan Viets spoke on behalf of the Mid Missouri Civil Liberties Association. Dan Viets  
spoke about their work with other groups to establish the Board, First Amendment Rights  
and the impact of SB 754. Dan Viets spoke in favor of a two board solution and stated  
that litigation may be undertaken to challenge SB 754.  
IX. GENERAL COMMENTS BY MEMBERS AND STAFF  
Board members commented.  
Yoakum reminded the public of the vacancies on the Board. Thornsberry said she would  
not reapply to the Board. Hunt said this will be his last meeting on the Board and would  
work on the other side of the dais. The Board thanked Hunt and Thornsberry for their  
service.  
X. MOTION TO GO INTO CLOSED SESSION  
Motion to go into closed session to discuss records which are protected  
from disclosure by law, Sections 610.021(14) and 590.502 RSMo.  
At 6:32 p.m., Hunt made a motion to go into closed session to discuss records  
which are protected from disclosure by law, Sections 610.021(14) and 590.502  
RSMO. Thornsberry seconded the motion. Balazic, Castilow, Coleman, Hunt,  
Thornsberry, and Yoakum voted in favor of the motion. No one voted against the  
motion. No one abstained. The motion passed and The open session ended at  
6:33 p.m.

XII. ADJOURNMENT  
The meeting adjourned from closed session at 7:55 p.m.
