I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Monday, July 1, 2024, in the Council Chamber of the City of Columbia, Missouri. The  
Pledge of Allegiance was recited, and the roll was taken with the following results:  
Council Member DON WATERMAN, Council Member BETSY PETERS, Mayor  
BARBARA BUFFALOE, Council Member LISA E.A. MEYER, and Council Member ROY  
LOVELADY were present. Council Member NICK FOSTER was absent. City Manager  
De’Carlon Seewood, City Counselor Nancy Thompson, Deputy City Clerk Holly  
Alexander, and various Department Heads and staff members were also present.  
The minutes of the regular meeting of June 17, 2024 were approved unanimously by voice  
vote on a motion by Mayor Buffaloe and a second by Council Member Waterman.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Mayor Buffaloe and a second by Council Member Waterman.

IV. SCHEDULED PUBLIC COMMENT

Donald Weaver, as General Counsel to the Columbia Police Officers  
Association - CPOA request that Council, by the end of this fiscal year,  
commit to a 5-year plan that will: (1) rescue the police pension; (2) ensure it  
is removed from the Governor's watch list; (3) and achieve a funding ratio  
of at least 80%.  
Donald Weaver spoke on behalf of the Columbia Police Officers Association.

Emily Piontek - Meeting renewable energy goals and incentivizing city  
residents to go solar via a Solarize campaign, which is an effort that can be  
led by a local government and involves community organizations, solar  
businesses, and others in signing up groups of residents to bulk-buy solar  
in order to earn cost savings on the panels and to get more residents to  
invest.

west side of Olivet Road and south of Richland Road; authorizing a  
development agreement with Richland Olivet Farm, L.L.C.; directing the

The bill was given second reading by the Deputy City Clerk.

Council questions.

Council questions and comments.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Eugene Elkin, 3406 Range Line Street, spoke about toxins in the water supply along with  
the need to address that issue, and improvements at the park at the corner of Range Line  
Street and Wilkes Boulevard, to include water fountains, spray grounds for cooling  
purposes, and trash cans.  
Chriss Jones, a Second Ward resident, spoke on behalf of Hold CoMo Accountable  
regarding the need to help those who were most in need versus making the rich richer,  
the fact housing was a human right, and her disappointment in the vote of Council tonight  
during a housing crisis.  
Jim Windsor, 200 Manor Drive, spoke about the proposed water rate increase, which he  
did not feel was necessary due to the funds collected with the annexation of the water  
plant.  
Brittany Fatoma spoke regarding the need to assist the most marginalized person in the  
room because everyone would benefit when that person benefitted, and felt education  
should be the focus as the lack of education caused increases in crime and impacted  
economic mobility.  
The Council and staff discussed various topics to include asking people to think about  
Independence Day this coming Thursday and its outcome in terms of our government, the  
status of cooling centers within Columbia, including reaching out to Turning Point and  
being informed of operational times so the check-in times were not too early, and the lack  
of sidewalk ordinances and policies.  
Council Member Meyer made  
a motion for a report regarding sidewalk policies,  
design, maintenance, and preservation. The motion was seconded by Mayor  
Buffaloe. After discussion, the motion was approved unanimously by voice vote.  
The Council and staff continued discussing various topics to include the timeline for a  
response regarding the water treatment plant annexation issue, whether staff has looked  
into a solarized campaign, the Grants Pass ruling by the Supreme Court and its potential  
impact, and appreciation for Police Lieutenant Alpers’ kindness by a resident.
