I. CALL TO ORDER

This item is open to the public: McKinney Building Report  
Amy Schneider introduced the McKinney Building Task Force. Clyde Ruffin will provide  
the task force report. Ruffin provided background information on the task force starting  
back in January. There were surveys and public hearings that helped gauge the general  
interest and purpose of the building. The working groups were assigned staff liaisons who  
could assist with their portions of the reports. Ruffin presented the feedback and results  
of the report. A majority said they wanted the building to be preserved both to maintain  
architecture and history. As well as using it to be a space open to the public. Ruffin  
explained the history of the building and how it changed hands over the years. The  
committee wanted to show how the building changed over the different eras of the United  
States (e.g. Great Depression, World War II, and the Civil Right Movements). The  
committee presented its recommendations to the city council. The McKinney Building  
would have art, restrooms, historical documents, administrative, performance spaces,  
and a lobby. The second floor would have meeting spaces and a non-commercial use  
kitchen. The Committee would like to preserve the building and present history while also  
having spaces for community.  
Lyria Bartlett, the architect who worked with the McKinney Building Task Force  
introduced herself. Bartlett presented a student’s rendering of how the building should  
look and how it would function. The committee presented its final conclusions on how  
the McKinney building should be used.  
The Committee opened up for questions from the city council Buffaloe thanked the task  
force for their work and final presentation. Council member Valerie Carroll asked how this  
report can be put into action using the report. The task force wants to share information  
about the building with other historical societies and engage with other academics.  
Foster asked about funding sources to bring the McKinney building up to date. The  
architect answered some questions about the national endowment for the humanities.  
Mayor Buffaloe asked Mr.Seewood about his suggestions and how the city can move  
forward. The city needs to figure the costs and gather the history of Columbia for the  
museum portion of the McKinney Building.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
At approximately 5:35 p.m., Mayor Buffaloe made a motion for the City Council of  
the City of Columbia, Missouri, to immediately go into a closed meeting in  
Conference Room 1A/1B of City Hall to discuss the hiring, firing, disciplining or  
promoting of particular employees by a public governmental body when  
personal information about the employee is discussed or recorded pursuant to  
Section 610.021(3) of the Revised Statutes of Missouri and individually  
identifiable personnel records, performance ratings or records pertaining to  
employees or applicants for employment pursuant to Section 610.021(13) of the  
Revised Statutes of Missouri. The motion was seconded by Council Member  
Foster.

At approximately 5:37 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Section 610.021(3) and (13).  
The City Council adjourned the closed meeting and returned to the open portion of the  
meeting at approximately 6:19 p.m.  
This item is open to the public: Citizens Police Review Board Interviews  
The City Council spoke to two applicants for the Citizens Police Review Board. The  
council gave an overview of the CPRB and the duties of the board members. The  
applicants each gave a brief answer and response in regards to their qualifications to the  
CPRB and why they would make good board members.  
Mayor Buffaloe explained that the Council is still looking for people to join the board even  
if they appoint. The board members agreed to continue advertising openings for the  
CPRB.
