I. CALL TO ORDER  
Ford called the meeting to order at 6:08 p.m.

II. APPROVAL OF AGENDA  
Getzhoff moved to approve the agenda, and Monk seconded the motion. The  
motion passed unanimously.  
III. APPROVAL OF MINUTES  
A. Draft Minutes October 8th, 2024  
Cook moved to approve the October 8, 2024 minutes, and Banks seconded the  
motion. The motion passed unanimously.  
IV. OLD BUSINESS  
A. City of Columbia RFP FY2025 Social Services  
To discuss later during closed session.

A. Community Development Commission Representative Report  
None  
B. Staff Report  
Utterback reported that a new person will be joining the DIVERT program in the  
near future. Additionally, Utterback reported that she had met with several  
shelters to discuss their capacity for extreme cold weather accommodations.  
Banks asked how many beds would be “enough.” Utterback said shelters have  
more than doubled capacity to 450. Another concern is that the number of  
families has doubled over the last 10 months. Currently, some people are  
sheltered, but on very cold nights the community could use 200 or more spots.  
Some organizations have provided temporary shelter in motels previously, but  
they are currently are out of funds. Unfortunately, there are no accommodations  
for individuals with pets.  
Commissioners discussed changing the regular meeting time in the future to 6  
p.m., and all agreed to this time change.

IX. MOTION TO GO INTO CLOSED SESSION  
Getzoff moved to go into closed session to discuss City of Columbia RFP TY2024  
Social Services Proposals Pursuant to R.S.Mo.§610.021(12). (Sealed bids and  
related documents, until the bids are opened; and sealed proposals and related  
documents or any documents related to a negotiated contract until a contract is  
executed, or all proposals are rejected.) Monk seconded the motion.  
A roll call of members confirmed the motion; i.e., Cook – yes; Clarke – yes; Banks  
– yes;  
Thorn – yes; Getzoff – yes; Nguyen – yes; Ford – yes; Monk – yes; and Spear - yes.  
Getzoff made a motion to come out of the closed session. Monk seconded the  
motion and Utterback initiated a roll call vote: Ford – yes; Clark – yes; Nguyen –  
yes; Getzoff – yes; Thorn – yes; Cook – yes; Spear – yes; Monk – yes; and Banks –  
yes. Motion passed.  
X. ADJOURNMENT  
Spear made a motion to adjourn the meeting at 7:25 p.m. Banks seconded, and  
the motion passed unanimously.
