I. ROLL CALL  
The City Council of the City of Columbia, Missouri met for a special meeting at 5:00 p.m.,  
on Monday, April 18, 2022, in the Council Chamber of the City of Columbia, Missouri.  
The roll was taken with the following results: Mayor BRIAN TREECE, Council Member  
PAT FOWLER, Council Member ANDREA WANER, Council Member KARL SKALA,  
Council Member IAN THOMAS, and Council Member MATT PITZER were present.  
Council Member BETSY PETERS was absent. City Manager De’Carlon Seewood, City  
Counselor Nancy Thompson, City Clerk Sheela Amin, and various Department Heads and  
staff members were also present.  
II. COMMENTS OF OUTGOING COUNCIL MEMBERS  
Mayor Treece and City Manager Seewood presented Fourth Ward Council Member  
Thomas with a Resolution of Appreciation, a certificate for a heritage tree to be planted in  
his honor in a park of his choice, and a cutting board made from recycled wood from  
Stephens Lake Park.  
Fourth Ward Council Member Thomas spoke and provided a copy of a book written by  
Jeff Speck regarding walkability to each council member and certain staff members.  
Mayor Pro Tem Skala and City Manager Seewood presented Mayor Treece with a  
Resolution of Appreciation, a plaque recognizing his years of service on the Council, a  
certificate for a heritage tree to be planted in his honor in a park of his choice, a glass tile  
with the City logo, and a painting of Columbia.  
Zack Privette with the Columbia Professional Firefighters, IAFF Local 1055, spoke and  
presented Mayor Treece with an honorary membership to the Columbia Professional  
Firefighters, IAFF Local 1055.  
Mayor Treece spoke.  
III. OATH OF OFFICE OF NEWLY ELECTED COUNCIL MEMBERS  
The City Clerk administered the Oath of Office to Fourth Ward Council Member Nick  
Foster, and Mayor Treece presented him with a framed Commission of Office.  
The City Clerk administered the Oath of Office to Mayor Barbara Buffaloe, and Mayor  
Treece presented her with a framed Commission of Office and the gavel.  
Everyone then took their places at the dais.  
IV. COMMENTS OF NEWLY ELECTED COUNCIL MEMBERS  
Fourth Ward Council Member Foster spoke.  
Mayor Buffaloe spoke.  
V. APPOINTMENT OF MAYOR PRO TEM  
Mayor Buffaloe made a motion for Council Member Waner to serve as the Mayor Pro  
Tem. The motion was seconded by Council Member Fowler and approved unanimously  
by voice vote.  
VI. APPOINTMENT TO THE NEW CENTURY FUND INC. BOARD AND THE CAM  
STAKEHOLDER COMMITTEE  
City of Columbia New Century Fund, Inc. Board  
Mayor Buffaloe understood tradition had been for the mayor to serve as the council liaison  
to the City of Columbia New Century Fund, Inc. Board and indicated she would like to  
continue that tradition by serving and asked if there were any objections. No one  
objected.  
CAM Stakeholder Committee  
Mayor Buffaloe asked Council Member Skala if he wanted to continue serving as the  
council liaison to the Collaborative Adaptive Management (CAM) Stakeholder Committee,  
and Council Member Skala agreed. Mayor Buffaloe asked if there was any objection to  
Council Member Skala continuing to serve as the liaison, and no one objected.  
VIII. OTHER ITEMS THE COUNCIL MAY WISH TO DISCUSS  
Mayor Buffaloe invited everyone to attend the reception in Conference Room 1A/1B.  
There being no further business, the meeting adjourned at 5:36 p.m.
