I. CALL TO ORDER  
Meeting was called to order at 6:05 by acting chair Jessica Norris

Members, staff, and guests introduced themselves around the room.  
III. APPROVAL OF AGENDA  
This matter was a Motion to approve the agenda made by Matthew Ludden and  
seconded by Abra Spisso. Passed by unanimous voice vote.  
IV. APPROVAL OF MINUTES  
September 26, 2023 CEC Meeting Minutes  
Motion to approve minutes was made by Abra Spisso and seconded by Dick  
Parker. Godwin, Ludden, Barnett abstained all others voted in favor.  
V. SPECIAL ITEMS  
CAAP Team Update  
Sustainability staff updated CEC on the actions of each staff CAAP team.  
VI. OLD BUSINESS  
FY2025 Budget Discussion  
FY2025 Budget Discussion  
Members discussed the process to provide input to the FY2025 budget. Members  
volunteered to Research and prepare FY25 priority budget items to discuss at the next  
meeting on November 28, 2023. in the following areas:  
-Prioritize budget items by amount GHGs reduced  
-Transportation  
-Natural Resources  
-Waste  
-Built Environment (Housing & Buildings)  
W&L Community Solar and CEC response to proposal

The CEC identified the following Key Points in thier response to the Water and Light  
Community Solar Proposal:  
The CEC supports the Community Solar Program and hopes to see the City develop  
additional solar fields to support the program's expansion.  
The CEC appreciates the opportunity for community members without the necessary  
infrastructure to participate in solar.  
We are happy to see the continuation of community solar in Columbia.  
Authorize the Chair to draft the final statement based on the key points specified  
by the commission to present at the November 6, 2023 City Council meeting.  
Moved by Jessica Norris Second by Joe Barnett. Motion carried by voice vote.  
Federal funding (IRA & BIL) presentation from National Sierra Club  
Sustainability staff provided information for when the presentation is scheduled and how  
CEC members may participate.

Application to Missouri Department of Natural Resources for Climate Pollution Reduction Grant

Grant  
Sustainability staff reported that three meetings are being planned. One meeting will be  
virtual and focused on businesses and community-based organizations. The other two  
meetings will be open to the public and in person. The in-person meetings will be held at  
Derby Ridge Elementary School, and the A.R.C. Childcare will be provided at the ARC,  
and food will be provided at both locations. The times for the in-person meetings will be  
6-7:00 PM, and the virtual meeting will be during business hours. CEC members are  
encouraged to attend and promote the CAAP to audience members.  
Neighborhood Resilience Forum update and next steps  
Staff reported that various organizations were represented at the second Neighborhood  
Resilience Forum. Participants completed an activity identifying barriers and solutions to  
heat reduction strategies (e.g., planting trees, home weatherization, etc.) that the  
community-based organizations think will most affect the people they serve. This  
information will be used to guide future “community conversations” that sustainability staff  
will coordinate with participating organizations. Community conversations will be intimate  
discussions regarding people’s lived experiences with urban heat. These experiences will  
be treated as data and analyzed with technical data to select the heat reduction strategy  
that best fits the neighborhood and community needs. A technical team of city staff and  
external experts (e.g., university and industry experts) will draft a project design. A  
community review team of people living in the neighborhood will review the proposed  
project. If the community team does not approve the project, it will be sent back to the  
technical team for revision. The project will follow this process until the community review  
team approves it to move forward into implementation.

Dick Parker said he would be able to attend the scheduled November 28th meeting.  
Other CEC members agreed to meet on November 28th.
