I. CALL TO ORDER  
Meeting called to order by Ms Spisso at 6:00 p.m.

Climate and Environment Commission Public Comment Practice  
Members of the public may request up to 10 minutes on the agenda to present to the commission  
under the Special Item section. Placement on the agenda will be at the discretion of the Chair based on  
relevance to the duties and responsibilities of the commission outlined in Sec. 2-294 of the city code.  
Every agenda will include a section for general comments by the public. Each member of the public  
wishing to speak will be allowed up to three minutes. Persons representing a group will be allowed up to  
5 minutes.

III. APPROVAL OF AGENDA  
Motion to approve the agenda was made by Abby Dickinson, Seconded by  
Nathan Elwood. Passed with unanimous voice vote.  
IV. APPROVAL OF MINUTES  
Draft CEC Meeting Minutes - 12-16-2025  
Ms Dickinson moved for approval of the minutes from 12/16/2025. Seconded by  
Ms Smith. Approved with12 yes votes one abstention (Gustafson) zero no votes.

V. SPECIAL ITEMS  
Feedback and updated commercial energy code changes  
Aaron Decker - Building Regulation Supervisor, City of Columbia  
Mr Decker provided information and updates about the review of the 2024 building codes,  
including the International Energy Codes.  
VI. OLD BUSINESS  
Climate and Environment Commission Representative for Climate Action  
and Adaptation Plan Update  
Ms Dickinson updated the Commission on the status of the CAAP Update project and  
her participation in Focus Groups.  
Climate and Environment Commission (CEC) 2025 Priorities  
VII. NEW BUSINESS  
CEC participation in the 2026 Columbia Earth Day Celebration  
Register the CEC for a table at the Columbia Earth Day Celebration, Authorize use of  
funds to cover fees.  
Ms Tippett Mosby moved to proceed with the registration process for the CEC at  
the Columbia Earth Day Celebration and to approve use of funds to pay for  
required fees. Ms Dickinson seconded and the motion was approved  
unanimously by voice vote.  
FY 2027 - Municipal Budget and NDI Process  
The Commission reviewed the process from previous years to provide input to the City of  
Columbia's budget priorities. Staff will provide proposed CAAP related NDIs to the  
Commision in advance of the next CEC meeting for their review and consideration.  
Members were also encouraged to consider their own recommendations for discussion  
and approval at the next meeting of the CEC.
