I. CALL TO ORDER
The City Council met on March 13, 2025 at approximately 5:04 p.m. in the Council
Chamber of City Hall, 701 E. Broadway, Columbia, Missouri.
Council Member Nick Foster, Council Member Don Waterman, Council Member Betsy
Peters, Mayor Barbara Buffaloe, Council Member Valerie Carroll, and Council Member
Jacque Sample were present. Council Member Lisa Meyer was absent.
This item is open to the public: Motion to immediately go into a Closed
Meeting in Conference Room 2A to discuss:
- Legal actions, causes of action or litigation involving a public
governmental body and any confidential or privileged communications
between a public governmental body or its representatives and its
attorneys pursuant to Section 610.021(1) RSMo;
- Hiring, firing, disciplining or promoting of particular employees by a public
governmental body when personal information about the employee is
discussed or recorded pursuant to Section 610.021(3) RSMo;
- Preparation, including any discussions or work product, on behalf of a
public governmental body or its representatives for negotiations with
employee groups pursuant to Section 610.021(9) RSMo;
- Sealed bids and related documents, until the bids are opened; and
sealed proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals are
rejected pursuant to Section 610.021(12) RSMo; and
- Individually identifiable personnel records, performance ratings or records
pertaining to employees or applicants for employment pursuant to Section
610.021(13) RSMo.
At approximately 5:04 p.m., Mayor Buffaloe made a motion for the City Council of the
City of Columbia, Missouri, to immediately go into a closed meeting in Conference Room
2A of City Hall to discuss legal actions, causes of action or litigation involving a public
governmental body and confidential or privileged communications between
a public
governmental body or its representatives and its attorneys pursuant to Section 610.021(1)
of the Revised Statutes of Missouri; the hiring, firing, disciplining or promoting of particular
employees by a public governmental body when personal information about the employee
is discussed or recorded pursuant to Section 610.021(3) of the Revised Statutes of
Missouri; preparation, including any discussions or work product, on behalf of a public
governmental body or its representatives for negotiations with employee groups pursuant
