I. CALL TO ORDER  
Reece Ellis called the meeting to order at 6:00 p.m.  
Board Members Present: Denise Balazic, Stephanie Coleman, Reece Ellis, Douglas  
Hunt, Steven Jeffrey, Xavier Lee Scruggs, and Jamie Thornsberry  
Excused Absence: None  
Unexcused Absence: None  
Staff Present: Assistant Chief Paul Dickinson, and Rose Wibbenmeyer  
Members of the public were present.  
II. INTRODUCTIONS  
There were introductions.  
III. APPROVAL OF AGENDA  
Steven Jeffrey made a motion to approve the agenda. Xavier Lee Scruggs seconded the  
motion. The motion passed unanimously.  
IV. APPROVAL OF MINUTES  
Steven Jeffrey made a motion to approve the draft open and closed meeting minutes of  
the January 10, 2024, regular meeting. Xavier Lee Scruggs seconded the motion. The  
motion passed unanimously.

Steven Jeffrey made a motion to approve the draft open and closed meeting minutes of  
the January 10, 2024, regular meeting. Xavier Lee Scruggs seconded the motion. The  
motion passed unanimously.  
V. OLD BUSINESS  
Election of Officers  
The Board discussed the election of officers. Stephanie Coleman made a motion to  
appoint Doug Hunt as Chair. Denise Balazic seconded the motion. The motion passed  
unanimously.  
Stephanie Coleman made a motion to appoint Steven Jeffrey as Vice Chair. Denise  
Balazic seconded the motion. The motion passed unanimously.  
Planning for Work Session on Police Policy 447  
The Board discussed planning for the work session. Staff to send out another doodle poll  
with start time of 6pm.

Stephanie Coleman said that she gave presentations to two Forensics classes at Battle  
High School On Feb. 6, 2024.  
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Doug Hunt announced the time limits for individuals and groups.  
Members of the public commented. Mehrdad Fotoohighiam provided a handout and  
commented.  
Chriss Jones commented on behalf of Hold CoMo Accountable. She commented on  
attendance at the city’s retreat and the upcoming Citizens Summit in April. Chriss Jones  
requested the Board send a request that the Boards and Commissions be able to attend.  
Chriss Jones also spoke in support of Mehrdad Fotoohighiam and requested the Board  
send a memo to request that the Highway Patrol investigate.  
Kendall Crockett appeared and addressed the Board about the untimely filing of a  
complaint regarding the 2021 incident. He then discussed an incident in September of  
last year. He will file another complaint.  
Assistant Chief Paul Dickinson gave an update on Professional Standards Unit. He  
discussed reinstating a dashboard. He is also looking at use of force policies and de-  
escalation training. They are sending four officers who are involved in training to PERF  
and another went to ICAT. They will be changing how they teach use of force and de-  
escalation.  
IX. MOTION TO GO INTO CLOSED SESSION  
Steven Jeffrey made a motion to go into closed session to discuss records which are  
protected from disclosure by law, Sections 610.021(14) and 590.502 RSMo. Xavier Lee  
Scruggs seconded the motion.  
Denise Balazic, Stephanie Coleman, Reece Ellis, Douglas Hunt, Steven Jeffrey, Xavier  
Lee Scruggs, and Jamie Thornsberry voted in favor of the motion. No one voted against  
the motion. No one abstained. The motion passed.  
The open session of the meeting adjourned at 6:33 p.m. The Board adjourned to room 2A  
for closed session. The closed session ended at: 7:16 p.m.
