The meeting was called to order at 6:02 PM.

Motion to approve the agenda was made by Kai Kuroki, seconded by Aanya  
Shetty. Motion carried.

V. SPECIAL ITEMS  
Public Health and Human Services Presentation  
Flucas explained how currently, compliance checks are enforced to monitor local  
tobacco sellers through undercover operations. Tobacco compliance data showcases the  
effectiveness of these operations, with total seizures decreasing from 35 to 6 in just a few  
years. Missouri is one of the few U.S. states that lacks real T-21 legislation. E-cigarettes  
are a convenient option for children, access is easy especially through online purchases  
(1 Juul=20 Cigarettes). Tobacco use has serious health implications, only amplified by  
addiction. Education and limitations can curb the effects of vaping addiction in kids. The  
City of Columbia and Mizzou both provide vape addiction relief programs.  
Alec O. educated the Council through a presentation about Fentanyl. Ambiguous drugs  
are susceptible to being fake, being passed around and having a false dosage.  
Naloxone/Narcan acts as the bridge between a fentanyl overdose and the arrival of first  
responders. The Health Department provides such treatments for free, as well as all city  
fire departments.  
Staff also included information about their Youth Buyer Position.

Youth Summit  
Mira Tosh volunteered to create a bingo board for the YAC table. A brochure for the YAC  
table was proposed by Eleanor. Members Casey and Alex had to leave the meeting early  
at 7:00PM.  
Letter of Support-Gun Safety Bill  
The Letter of Support-Gun Safety Bill was strongly supported by the YAC. A  
roll-call motion in support of the bill was made by Kai Kuroki with Eleanor  
Schierding as a second. The motion passed unanimously.
