I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for  
a regular meeting at  
approximately 7:00 p.m. on Monday, April 18, 2022, in the Council Chamber of the City of  
Columbia, Missouri. The Pledge of Allegiance was recited, and the roll was taken with  
the following results: Mayor BARBARA BUFFALOE, Council Member PAT FOWLER,  
Council Member ANDREA WANER, Council Member KARL SKALA, Council Member  
NICK FOSTER, and Council Member MATT PITZER were present. Council Member  
BETSY PETERS was absent. City Manager De’Carlon Seewood, City Counselor Nancy  
Thompson, City Clerk Sheela Amin, and various Department Heads and staff members  
were also present.  
Mayor Buffaloe explained the minutes were not yet complete for the October 18, 2021,  
November 1, 2021, November 15, 2021, December 6, 2021, December 20, 2021, January  
3, 2022, January 18, 2022, February 7, 2022, February 21, 2022, March 7, 2022, March  
21, 2022, and April 4, 2022 regular council meetings.  
Council Member Skala asked that B108-22 be moved from the consent agenda to old  
business.  
The agenda, including the consent agenda with B108-22 being moved to old business,  
was approved unanimously by voice vote on a motion by Council Member Skala and a  
second by Council Member Waner.

III. APPOINTMENTS TO BOARDS AND COMMISSIONS

The Council discussed the appointments to the Citizens Police Review Board and the  
Planning and Zoning Commission, and decided to readvertise those vacancies.  
Upon receiving the majority vote of the Council, the following individuals were appointed to

Community Development Director Tim Teddy provided a staff report, and responded to  
Council questions.  
Kevin Murphy, an engineer with A Civil Group with offices at 3401 Broadway Business  
Park Court, provided a handout and spoke.  
Finley Gibbs, 106 S. Glenwood Avenue, spoke and responded to Council questions.

XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
John Conway, 4902 Thornbrook Ridge, spoke regarding citizen-centered governance.  
Jim Windsor, 200 Manor Drive, spoke about the electric CIP information provided to the  
Water and Light Advisory Board and canceled projects.  
The Council and staff discussed various topics to include a Love Columbia brochure that  
was recently released, the lack of housing for those with vouchers, the need to increase  
access to the Housing and Community Development Commission survey for a better  
response rate along with the need to review the information being collected, and a policy  
resolution regarding maternity and paternity leave for council members.  
Council Member Waner made a motion for staff to draft a maternity and paternity  
policy resolution for the City Council for consideration. The motion was seconded  
by Mayor Buffaloe. After discussion, the motion was approved unanimously by  
voice vote.  
The Council and staff continued to discuss various topics to include congratulations to  
the new council members, thank you to staff, and reconsideration of B88-22 and  
a
B89-22, which related to the repeal of the prohibition of residential roll carts and  
automated collection.  
Council Member Pitzer made a motion to reconsider the subject matter in B88-22  
and B89-22 and for the bill involving the reconsideration to be introduced at the  
next council meeting. The motion was seconded by Council Member Waner.  
After discussion, the motion was approved by roll call vote with Mayor Buffaloe,  
Council Member Waner, Council Member Foster, and Council Member Pitzer  
voting yes, and Council Member Fowler and Council Member Skala voting no.  
XII. ADJOURNMENT  
The meeting was adjourned without objection at 8:21 p.m.
