Meeting was Called to order by the chair at 6:00

GODWIN Moved to approve minutes, ADAMS Seconded, Motion passed  
V. SPECIAL ITEMS  
Review of CEC establishing legislation and CAAP goals  
Officer Elections  
TIPPETT MOSBY was nominated for Chair, SPISSO was nominated for Vice  
Chair. HUHMAN moved to vote on nominations, ADAMS seconded, Motion passed  
to elect TIPPETT MOSBY as Chair and SPISSO as Vice Chair.  
Request for support of Pay As You Save (PAYS) component to Energy  
Efficiency programs, Carolyn Amparan - Sierra Club  
VI. OLD BUSINESS  
Office of Sustainability report on communications and advertising activities  
Discussion of FY 2025 Budget Recommendations  
MOSBY moved to approve Item 1 on CEC FY 25 Budget Proposal: "RFP for virtual  
power plant design." NORRIS Seconded. SHANKER voted no, all other MEMBERS  
voted in favor. Motion Passed.  
SPISSO moved to approve item 2 on CEC FY 25 Budget Proposal: "Provide  
“matching” funds (up to a max $5,000) for new construction homes (single and  
multifamily) that take part in the DOE Section 45L Zero Energy Ready Homes  
(ZERH) Tax Credit "  
SHANKER seconded, SHANKER voted no, all other MEMBERS voted in favor,  
Motion Passed.  
MOSBY moved to approve item 3 CEC FY 25 Budget Proposal: "Use NRI and  
stormwater data to designate opportunity areas for flood risk reduction", NORRIS  
seconded. SELL abstains, all other MEMBERS in favor. Motion Passed  
NORRIS moved to approve item 4 CEC FY 25 Budget Proposal: "Add staff capacity  
to resilience initiatives (Show Me The Heat) 2 FTE.", HALL seconded. Motion  
passed with unanimous approval.  
MOSBY moved to approve item 5 CEC FY 25 Budget Proposal: "Funding for more  
marketing information, PSAs, on KOMU8 etc.", SPISSO seconded. Motion passed  
with unanimous approval.  
Earth Day Booth Ideas  
TIPPETT MOSBY moved that the CEC be authorized to spend up to $250 on  
materials for the Earth Day festival. SPISSO seconded, Motion passed
