I. CALL TO ORDER  
The meeting was called to order by Elke Boyd (Chair) at 7:00  
PM.  
II. INTRODUCTIONS  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt, Carol  
Elliott ,Tommy Fieser, McKenzie Ortiz.  
Members Absent: Jackson Hotaling, Detlef Ritter, Janet Godon,  
Brad Mitchell.  
Also present: Mitch Skov, David Kunz, Krista Shouse-Jones,  
Hunter Walterman (KOMU), Ted Curtis.  
III. APPROVAL OF AGENDA  
The agenda was approved on a motion by Frank Schmidt and a  
second by McKenzie Ortiz.  
IV. APPROVAL OF MINUTES  
Minutes of April 2024 meeting were approved on a motion by  
Frank Schmidt and seconded by Tommy Feiser.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
YTD 2024 fatalities exceed same time frame in 2023. YTD  
2024 injuries are less than same period in 2023. Also,  
Krista Shouse-Jones reported that the City has submitted  
a grant application for Safe Streets for All.  
B. Parks and Recreation Report  
No report.  
C. Planning Staff Report  
No report.  
D. Public Works Staff Report  
No report, except that Ted Curtis discussed the COLT RR line in  
NEW BUSINESS, below.  
E. Commissioner IP Meeting Reports  
McKenzie Ortiz and Jackson Hotaling attended a meeting discussing  
East Walnut..  
1. East Walnut Traffic Calming IP Meeting, 4/22  
2. Hanover Blvd Traffic Calming PH, 5/6 City Council  
3. St. Charles Road Sidewalk PH, 5/20 City Council

VI. NEW BUSINESS  
A. COLT Railroad conversion to greenway  
COLT RR Conversion:  
Ted Curtis explained that several adjacent landowners prefer a  
greenway, but that City Utilities is hoping for a trail next to the  
existing tracks. Discussions will continue. Ted Curtis asked the  
Commission to consider taking a position.  
B. Request for Brown Station Road addition to Sidewalk Master Plan  
Brown Station Road Sidewalk: Mitch Skov reported that citizens  
and the City Council have asked the Commission to consider  
adding a sidewalk on Brown Station Road to the Sidewalk  
Master Plan. Frank Schmidt submitted a MOTION to direct  
City staff to provide more detail about the project. Carol Elliott  
SECONDED. Motion approved by consensus.  
VII. OLD BUSINESS  
A. Forum Blvd Improvements  
Removed from Agenda/tabled until later date.  
B. MoDOT Improve I-70 Update (public meetings)  
Frank Schmidt, Carol Elliott and McKenzie Ortiz attended a  
MODOT public meeting. Some described frustration with MODOT  
responses to the requests. Chair Boyd described similar impressions  
with MODOT discussions about this project. Krista Shouse-Jones  
explained that the City is seeking grants for sidewalks for Clark Lane.  
Carol Elliott reported seeing a well groomed private path on or near  
the MEM facility. She wondered whether that path might offer a route  
to the expected tunnel under US 63.  
C. Sidewalk Master Plan Amendment

X. NEXT MEETING DATE  
The next meeting of the Commission is scheduled for Wednesday,  
June 19, 2024.

The meeting was adjourned at 8:30 PM, on a motion by Carol Elliott  
and a Second by Frank Schmidt.
