I. CALL TO ORDER

Doug Hunt called the meeting to order at 6:00 p.m.  
There were introductions.  
III. APPROVAL OF AGENDA  
Jamie Thornsberry made a motion to approve the agenda. Stephanie  
Coleman seconded the motion. The motion passed unanimously.  
IV. APPROVAL OF MINUTES  
May 8, 2024 Draft Minutes  
Reece Ellis made a motion to approve the draft open meeting minutes of the May  
8, 2024 regular meeting. Xavier Scruggs seconded the motion. The motion  
passed unanimously.  
May 8, 2024 Draft Closed Meeting Minutes  
Reece Ellis made a motion to approve the draft closed meeting minutes of the  
May 8, 2024 closed session. Jamie Thornsberry seconded the motion. The  
motion passed unanimously.  
V. OLD BUSINESS  
Proposed Changes to Code Section 21-52(H) Status Update  
Doug Hunt told the Board that the Council approved the Board’s  
recommended changes.  
Productive Outreach Efforts  
The Board discussed outreach efforts, the brochure rack card, and  
business cards, and the impact of SB 754.  
Update on Pending State Legislation - Reece Ellis  
Reece Ellis gave the Board an update on SB 754. The Board discussed  
SB 754 and its impacts. The Board discussed sending a recommendation  
to Council with the Board’s recommendations. The Board will send staff  
their ideas regarding the Board’s recommendation.  
Audits of 2023 Complaints - Status Updates  
The Board discussed their approach to the audit of 2023 complaints.  
VI. NEW BUSINESS  
Review of Police Policies  
The Board discussed plans for reviewing police policies. Jamie  
Thornsberry suggested waiting on the review of police policies. The Board  
reached consensus to wait.

The Board passed this item to next month's agenda.

Positive Connections, Training and Ride Alongs  
Xavier Scruggs reported a ridealong last Thursday, June 6, 2024, from  
noon to 4:00 p.m. with Officer Tony Parker.  
Doug Hunt said that his request to speak at the North Central  
Neighborhood Association is paused at the moment due to the NCNA  
needing to find a date where a quorum could be in attendance.  
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Doug Hunt announced the time limits for individuals and groups.  
A member of the public commented. Chriss Jones commented on behalf  
of Hold CoMo Accountable. Chriss Jones discussed her attempts to get  
information on a suicide. She said that she had been told she would get it  
soon; instead, they declined to provide information due to the internal  
affairs investigation. Chriss Jones discussed her concerns about the  
police handling of the suicide. Chriss Jones asked about police CIT  
training and stated that there were too many officers who have not been  
CIT trained.  
Reece Ellis expressed his disappointment on the actions of the state  
legislature in adopting SB 754. Reece Ellis discussed how the Tennessee  
legislature effectively dissolved Nashville’s civilian oversight board.  
Doug Hunt also was disappointed in the legislation. Doug Hunt said that a  
balanced discussion is very important to quality feedback and trust in the  
community. Doug Hunt said it is heartbreaking after struggling to get to that  
point, to see things go away.  
IX. MOTION TO GO INTO CLOSED SESSION  
Motion to go into closed session to discuss records which are protected  
from disclosure by law, Sections 610.021(14) and 590.502 RSMo.  
Steven Jeffrey made a motion to go into closed session to discuss records which  
are protected from disclosure by law, Sections 610.021(14) and 590.502 RSMO.  
Xavier Scruggs seconded the motion.  
Denise Balazic, Harry Castilow, Stephanie Coleman, Reece Ellis, Douglas Hunt,  
Xavier Lee Scruggs, Jamie Thornsberry, and Steven Jeffrey voted in favor of the  
motion.  
No one voted against the motion. No one abstained.  
The motion passed and the Board adjourned open session to go into closed  
session at 6:54 p.m.  
The board met in conference room 2A for closed session.
