Staff Present: Chief Jill Schlude, Assistant Chief Paul Dickinson, Sgt. Julie Ray, and
Rose Wibbenmeyer
Members of the public were present. Councilperson Peters was present.
Reece Ellis called the meeting to order at 6:01 p.m.

III. APPROVAL OF AGENDA
Xavier Scruggs made a motion to approve the agenda. Steven Jeffrey seconded the
motion. The motion passed unanimously.
IV. APPROVAL OF MINUTES
December 13, 2023 Regular Session Draft Minutes
Steven Jeffrey made a motion to approve the December 13, 2023 regular meeting draft
minutes. Stephanie Coleman seconded the motion. The motion passed unanimously.
V. SPECIAL ITEMS
Police Chief Jill Schlude
Chief Jill Schlude provided information to the Board and answered the Board’s questions.
They discussed: the reorganization of the police department; increased reporting; policy
review; the co-responder program; professional standards bureau; policies under review;
accreditation; staffing; recruitment; changes in the hiring process; training and orientation
of new hires; meetings with community groups; and morale. The Board thanked the
police chief for meeting with them tonight.
VI. OLD BUSINESS
Report on NACOLE Conference-Reece Ellis
Reece Ellis gave a report on the NACOLE Conference. Reece Ellis said that he has
some handouts he will send to attach to the minutes and to send to the board members.
Election of Officers
The Board discussed the election of officers. Reece Ellis made a motion to table this
topic for one month. Xavier Scruggs seconded the motion. Denise Balazic, Doug Hunt,
Reece Ellis, Steven Jeffrey, and Xavier Scruggs voted in favor of the motion. Stephanie
Coleman voted against the motion. The motion passed.
Future of Outreach Subcommittee
The Board discussed the future of the Outreach Subcommittee and talked about the
entire Board doing the work of outreach together.
