I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a special meeting at 5:00 p.m.  
on Monday, November 27, 2023, in the Council Chamber of the City of Columbia,  
Missouri. The Pledge of Allegiance was recited, and the roll was taken with the following  
results: Council Member ROY LOVELADY, Council Member NICK FOSTER, Council  
Member DON WATERMAN, Council Member BETSY PETERS, Mayor BARBARA  
BUFFALOE, and Council Member NICK KNOTH were present. City Manager De’Carlon  
Seewood, City Counselor Nancy Thompson, City Clerk Sheela Amin, and various  
Department Heads and staff members were also present.  
The agenda was approved unanimously by voice vote on a motion by Mayor Buffaloe and  
a second by Council Member Lovelady.  
II. NEW BUSINESS  
R186-23  
Appointing a Ward 2 Council Member to fill a vacancy.  
The resolution was read by the City Clerk.  
Mayor Buffaloe provided a history of the appointment process to date.  
Chriss Jones, a Second Ward resident, spoke about her concerns with the appointment  
process.  
Shawna Neuner, a Second Ward resident, spoke in support of Lisa Evelyn Anne Meyer.  
Mayor Buffaloe explained the appointment process going forward, and asked for  
nominations from the Council. Rachel Proffitt was nominated by Council Member Foster,  
Susan Renee Carter was nominated by Council Member Lovelady, and William Moyes  
was nominated by Council Member Waterman.  
The Council further discussed the appointment process.  
The results of the first vote were Rachel Proffitt with three votes (Council Member Foster,  
Mayor Buffaloe, Council Member Knoth), William Moyes with two votes (Council Member  
Waterman, Council Member Peters), and Susan Renee Carter with one vote (Council  
Member Lovelady). The results were the same with the second vote. On the third vote,  
Rachel Proffitt received four votes (Council Member Peters, Council Member Foster,  
Mayor Buffaloe, Council Member Knoth), William Moyes received one vote (Council  
Member Waterman), and Susan Renee Carter received one vote (Council Member  
Lovelady).  
Mayor Buffaloe made a motion to amend R186-23 by inserting the name of  
Rachel Proffitt into the bracket that said “insert name.” The motion was  
seconded by Council Member Foster and approved unanimously by voice vote.  
R186-23, as amended, was read by the City Clerk, and the vote was recorded as  
follows: VOTING YES: LOVELADY, FOSTER, WATERMAN, PETERS, BUFFALOE,  
KNOTH. VOTING NO: NO ONE. Resolution declared adopted, reading as follows:  
III. APPOINTMENT OF MAYOR PRO TEM  
Mayor Buffaloe suggested Council Member Foster serve as the Mayor Pro Tem if he was  
agreeable.  
Mayor Buffaloe made a motion to appoint Council Member Foster as the Mayor Pro Tem.  
The motion was seconded by Council Member Knoth.  
Council Member Foster indicated he was agreeable if supported by the Council.  
The motion made by Mayor Buffaloe and seconded by Council Member Knoth to  
appoint Council Member Foster as the Mayor Pro Tem was approved  
unanimously by voice vote.  
IV. OTHER ITEMS THE COUNCIL MAY WISH TO DISCUSS  
The Council made comments regarding appreciation for those that had applied, the  
opportunity for those that had applied to serve on boards and commissions, the fact that  
there was still an opportunity to file as a Ward 2 Council Member candidate for the April  
2024 election, and the fact that several that had applied were planning to run and for the  
residents of Ward 2 to pay attention during that campaign.  
V. ADJOURNMENT  
There being no further business, the meeting adjourned at 5:15 p.m.
