I. CALL TO ORDER  
Chair Amanda Hinnant called the meeting to order at 5:31 p.m.

III. APPROVAL OF AGENDA  
Amanda Hinnant moved to approve the agenda. Diamond Scott seconded the  
motion to approve the agenda, motion was approved unanimously.  
IV. APPROVAL OF MINUTES  
Draft Minutes from January 17, 2024  
Amanda Hinnant moved to approve the minutes, Diamond Scott  
seconded the motion, the motion passed unanimously.  
Approval Closed Minutes from January 17, 2024  
Amanda Hinnant moved to approve the closed meeting minutes, Astrid  
Villamil seconded the motion, the motion passed unanimously.  
V. OLD BUSINESS  
Human Rights Commission Representative to the Citizen Police Review  
Board  
A member is interested in this role, however, this item was tabled to  
the March meeting as there are potentially two new commissioners  
beginning that date.  
Sanctuary City Legislation Update  
Staff advised the safe haven legislation was presented last evening for  
first read, and second reading later this month. Staff advised there is a  
potential for discussion on the legislation at this meeting.  
Rack Card, prior order number and remaining copies  
Amanda moved to spend $250 on rack card and business cards. Astrid  
Villamil seconded, motion passed.  
HREP Promotions  
Staff updated commissioners on the various ways city staff can educate and update  
the public on current commission events and news.  
Library Listening Session Press Release  
Members worked together on a press release to send out February 22,  
2024. Members discussed possible facilitators.  
Amanda moved to spend the same amount as 2022 on cookies and  
coffee from Hyvee, Diamond Scott seconded.  
VI. NEW BUSINESS  
Juneteenth  
Staff advised on the meeting of the advisory council, stake holder meeting, the  
advisory council will be reviewing applications in March.  
Discussion of Love Columbia's speaker from the December 2023 meeting  
Members discussed the topics of voucher discrimination, shortening the complaint  
form.  
Budget Update  
The FY2024 budget was previously emailed out to members.

HREP Proposal  
The members discussed the recent HREP proposal. Amanda moved to fund the  
concert, in the amount of $500. Diamond Scott seconded. Motion passed  
unanimously.  
VII. REPORTS  
CPRB  
There was no CPRB update.  
Education and Outreach  
Outreach did not meet this month, the outreach committee will be  
paused.  
Other Reports  
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Diversity breakfast - Staff distributed tickets to the Columbia Values  
Diversity Breakfast, and will email all members about remaining tickets.  
Stephanie discussed discriminatory rental advertisements.  
IX. MOTION TO GO INTO CLOSED SESSION  
Motion to go into Closed Session to Discuss Pending Cases Pursuant to  
Section 610.021(1) RSMo legal actions, causes of action or litigation  
involving public governmental body and any confidential or privileged  
communications between a public governmental body or its  
representatives and its attorneys.  
At 6:22 p.m., Amanda Hinnant moved to adjourn open session and to go  
into closed session to discuss pending cases pursuant to Section  
610.021(1) RSMo, legal actions, causes of action or litigation involving  
public governmental body and any confidential or privileged  
communications between a public governmental body or its  
representatives and its attorneys. Meera Sood seconded the motion.  
The motion passed with Astrid Villamil, Meera Sood, Stephanie  
Yoakum, and Amanda Hinnant voting in favor of the motion. No one  
voted against the motion. At 6:23 p.m., the Commission adjourned the  
open session of the meeting and went into closed session.  
X. NEXT MEETING DATE  
Next Meeting March 5, 2023 at 5:30 p.m.  
March 9, 2024 10 a.m.-12:00 p.m. Listening Session at the Library.

Amanda Hinnant moved to adjourn at 7:01 p.m.
