I. CALL TO ORDER  
Meeting Called to order at 6:00  
II. INTRODUCTIONS

III. APPROVAL OF AGENDA  
Motion to approve the agenda was made by Spisso, received a second and  
passed unanimously.  
IV. APPROVAL OF MINUTES  
Motion to approve the Minutes of the July 2024 CEC meeting was made by Spisso  
and passed unanimously  
V. SPECIAL ITEM  
VI. OLD BUSINESS  
City staff provided an update on the schedule for the WLAB's final renewable  
ordinance recommendations being provided to the CIty Council at a work session  
sometime after October. City staff informed the members of the commission of  
their (members') opportunity to provide written comments to City Council  
regarding WLAB's final recommendations.  
The consensus of commission members was that this opportunity would be  
helpful to them in developing the Commission's final comments.  
Commission members stated opinions regarding the need to provide  
independent and informed recommendations.  
Commission members expressed confusion about how the WLAB arrived at the  
incremental goal stated in the final recommendations.  
A member reiterated the intent of the collaboration with the WLAB not solely to  
identify areas of agreement and also to identify areas where the bodies disagree.  
City staff informed the members of the commission that the Chair of the WLAB  
indicated a willingness to answer CEC member questions about the final  
recommendations in advance of or at the CEC's next meeting.  
Commission members agreed to send questions regarding the WLAB's final  
recommendations to City Staff prior to the next meeting. Staff will pass along  
questions to WLAB chair or City Staff as appropriate.  
VII. NEW BUSINESS  
The question of whether or not to reduce the number of members constituting a  
quorum as stated in the CEC's establishing legislation was introduced by a  
member of the CEC for discussion at the next meeting.  
The question of the reasons for and ways to reduce the amount of cardboard be  
disposed in the sanitary landfill was introduced by a member of the CEC for  
discussion at the next meeting.  
VIll. REPORTS  
The Chair discussed the Updated Commission Procedures regarding agenda item  
process, outside work, attendance and public comment. The Chair provided an  
update on a meeting attended by several members regarding the Metropolitan  
Transportation Plan.  
Sustainability Staff provided updates on the following topics:  
New OS staff members starting 09/03,  
The 2023 annual report has been submitted for review and final design  
Doug Tallamy presentation will be at the Rock Quarry House 9-11am on October  
25, 2024  
The Draft Grant agreement for the Charging and Fueling Infrastructure grant has  
been sent to FHWA HQ  
MDC has not renewed the partial funding agreement for the Community  
Conservationist  
a CEC member question regarding the Sunshine Law was answered by City legal  
staff.  
Hardesty-Norris's motion: "CEC Chair will write a sparse letter to City Council in  
support of replacing the MDC portion of funding for the Community Conservation  
position with budgeted City funds" was seconded and passed unanimously.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Members provided comments regarding task updates and process for providing  
updates.  
Members were encouraged to attend public events sponsored by the CEC.  
Members commented on the role of CATSO and their interaction with community  
members, public entities and private entities.  
Members reported on the Missouri Energy Code Collaborative meeting and the  
number and frequency of meetings.  
Members of the Public provided comments on the review of the renewable  
energy ordinance and renewable energy purchase options; contents of the  
Minutes; the business of the CEC related to CATSO and announced the Walk for  
the Climate September 22 1pm County Courthouse.
