I. CALL TO ORDER  
City Staff attendance: Curtis Lichty and Aaron Decker  
Meeting was called to order at 4:00pm by Andy Noordsy.

IV. OLD BUSINESS  
Rick Shanker asked about the status of 210.52 (C)(2) as it was left at the last  
meeting. Mr. Decker stated that his notes and minutes had that the group  
forwarded this item to the BCCC Commission.  
Andy Noordsy started right in on resuming the review starting with Article 225.30.  
He stated the title of the article, then the decision of the group from 2020, and  
then reviewed if there were any additional 2023 changes. All agreed to proceed  
with this one as is written. The following all followed the same format of  
presentation and resulted as follows:  
230.67 Surge Protection for services. Rick Shanker made motion to forward this to  
the BCCC, Malicoat 2nd to begin discussion. Discussion surrounding the  
effectiveness of Surge Devices relative to system surges, solar panels, and  
compared to lighning protection. It was stated that lightning will not be protected  
as there is not a device that can protect from this. Rick Shanker called to questions,  
Jim Dove 2nd. All approved to send to BCCC for review.  
230.71 Service disconnect means was reviewed and clarified where and when this  
would apply. All were in favor to adopt as is.  
230.85 Services Emergency Disconnect. Rick Shanker explained the previous  
discussion from the previous review which resulted in Water and Light not  
providing a combo meter base and the increased cost of these disconnects has  
continued to rise at this time. Fred Malicoat made motion to accept as is,  
Shanker 2nd to further discussion. It was clarified that if this passed today, Shanker  
would present to BCCC and City Council if needed. Discussion stopped, Noordsy  
called for vote and passed 3 Ayes to 1 Naye.  
250.25 was reviewed and accepted as written.  
250.64 was reviewed and accepted as written with suggested amendment to add  
Schedule 40 PVC to the list of approved material as recommended during the 2020  
review.  
250.68 was reviewed and accepted as written.  
250.121 was discussed as this article was moved to 250.118 and no longer identified  
in 250.121, removed from the list.  
314.27 Outlet boxes for fans. Was reviewed and agreed to move forward with  
suggested wording of adding “a UL Listed product” into the phrasing.  
406.5 was reviewed and due to this article, the local amendment that mirrors this  
article can be removed. Need to make sure that Jetted tubs is within the scope of  
this article or added by amendment. This is consistent with the 2020 review.  
406.9 receptacles located within 3’ of bathtubs and showers was discussed at  
length. Several scenarios were presented that could be impacted by this code.  
Resistance was against the code language for small bathroom spaces in which a  
double vanity was present adjacent to the bathtub. It was questioned if it was  
critical as they would be GFCI protected anyway. It was then stated that this may  
be over reaching and not needed to protect all uniformed persons wanting to  
plug in adjacent to a bathtub. Fred Malicoat motioned to accept as written,  
Saunders 2nd. Further clarification by Kyle Saunders pointed out that the  
exceptions will cover a majority of the situations and a very rare situation may  
come up. Noordsy called for a vote and the motion to adopt as is passed 3 ayes  
to 1 naye.
