I. CALL TO ORDER  
CEC Chair, Leanne Tippet Mosby, called the meeting to order at 6:00 PM.  
II. INTRODUCTIONS

Motion made by Huhman, and seconded by Spisso. Motion to approve the  
agenda passed.

V. SPECIAL ITEMS  
CAAP Team Update  
Climate Action and Adaptation Plan (CAAP) Priority Action Teams Update made  
by Sarah Olsen, Environmental Programs Coordinator for the Office of  
Sustainability.  
Good Stewards-Natural Resources team update: The team is working through the  
EPA Green Infrastructure Tool to assess City of Columbia's land use, water  
quality, and climate equity policies, programs, and projects. The group discussed  
the Stormwater BMP inventory and maintenance plan.  
Clean Energy: Discussed how to reach low-middle income customers through  
education and assessed potential communication tools.  
Resource Stewardship: Working with the Building Energy Analysis Manager  
(BEAM) to assist with building performance benchmarking policy implementation.  
Healthy Housing: Completed rental home energy efficiency map. Staff walked  
the CEC through the map.  
Clean Transportation: Exploring pathways for implementing the Fleet  
Electrification plan.  
VI. OLD BUSINESS  
Water and Light Advisory Board activities on Renewable Energy  
Ordinance and Energy Efficiency Programs Revisions  
Utility Services staff will present on Water and Light Advisory Board activities at a  
future meeting. 100% Renewable Energy Coalition presented to W&L Advisory  
Board and offered to present to CEC at a future meeting. 100% Renewable Energy  
Coalition members do not agree on best date for achieving 100% renewable  
energy. CEC discussed the possibility of creating an ad hoc commission between  
CEC and W&L Advisory Board to provide input on renewable energy plan -  
subject to W&L Advisory Board participation. Kaufman and Hall volunteered.  
Chair will reach out to W&L Advisory Board about creating an ad hoc group.  
VII. NEW BUSINESS  
Review and update priorities (pages 15-18 of Annual report) and current  
task list

CEC provides a narrative (1-page) recap on climate action in the City's Climate  
Action and Adaptation Plan Annual Report. CEC has provided a list of priorities at  
the end of the narrative. Must finalize priorities at next meeting. Group discussed  
priorities to add or remove. Sectors/topics amended include energy, health,  
safety and wellbeing and equity. Chair will write first draft and disseminate to  
CEC members for feedback before next meeting.

VIII. STAFF REPORT  
Hempel shared with the commission that some Office of Sustainability staff will  
attend the Growing Sustainability Conference in Dubuque, where Corrina McClee  
will present on community engagement. Staff is also finishing the final steps of  
completing the EECBG voucher application for the PV project at the Armory.  
IX. CHAIR REPORT  
Tippet Mosby shared information about activities and the schedule for Earth Day.  
X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Commissioner Rick Shanker: Reported that he spoke with Eric and the codes  
commission. In this meeting it was stated that the City is not currently requiring  
programmable thermostats. Clarification was provided to Shanker on the  
difference between smart and programmable thermostats. Shanker spoke with  
Dave Sorrel about electric smart meters. According to the conversation with  
Sorrel the City will not have smart meters for at least another year.  
Commissioner Emily Gustafson: City Hall Monarch Garden has been inducted into  
Grow Native’s Gardens of Excellence program. This is the first garden in  
Columbia to be inducted into the program. Danielle Fox will host the Gardens of  
Excellence event in front of City Hall on June 8th from 1-4 PM.  
Guest Dick Parker: Provided his account of the Water and Light Advisory Board  
meeting from 4/16/24.  
Guest Carolyn Amparan: Provided commentary on the Rental Energy Efficiency  
Standards project and provided advice on how the commission should operate.
