I. CALL TO ORDER
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.

Present:
Water Rate Discussion
Finance Director, Matthew Lue presented Council members with a presentation on the
Water Rate Analysis for FY 25 budget.
Lue discussed the water utility forecasts including base case with projections. He also
discussed the staff proposed rate increase and forecast. They went on to discuss
residential tiers and the Water & Light Advisory Board proposed rate increases.
Council and staff discussed further.
Moberly Area Community College for Workforce Development, etc.
Lue went on to discuss that MACC has requested a change in their contract for ARPA
funding. MACC experienced some challenges in generating the specific activity as
anticipated in the original agreement. As a result they would like to propose a decrease
in two areas, with the addition of a new area of workforce development activity to better
utilize the funds. They will not be able to fully utilize the funds in the area of CPS early
college student scholarships and scholarship funds for the MACC Makerspace. They
requested a revision to the proposal to use funds for the new workforce program Aviation
Flight Technology that will be located at the Columbia Regional Airport.
Council and staff discussed further.
II. ANY OTHER ITEMS COUNCIL MAY WISH TO DISCUSS
Council decided to keep the July 1, 2024 City Council meeting and also discussed having
early City Council meetings, moving forward. Council advised staff to do some research
on how other cities schedule their city council meetings.

Mayor Buffaloe adjourned the meeting at approximately 6:06 p.m.
