I. CALL TO ORDER
Mayor Treece called the meeting to order at approximately 5:03pm.

City Manager De’Carlon Seewood introduced Matt Nicholls (president of the Columbia
Police Officers Association) and welcomed him to do a presentation on Collective
Bargaining.
Mr. Nichols reviewed the shared goals and what the city should do to attract and retain
the best police workforce. He presented a set of three goals that his department thought
the city should implement to attract and keep its best in city policing.
Mr. Nichols also presented on what the city should do to stop the hemorrhaging before
October. He suggested doing what is best for the people in uniform - including giving
incentives, more hazard pays, etc. He urged the city council to increase the budget or
use the ARPA funds. He stressed that we need to look at what other communities/cities
around Columbia are doing to recruit and retain police force. For example, the City of
Springfield, MO has committed APRA funds to increase the pay scale to police officers.

City Manager De'Carlon Seewood welcomed Mr. Zachary Privette (president of the
Columbia Professional Firefighters) to also present on the Collective Bargaining for the
Fire Department.
Mr. Privette began the presentation by telling how the fire department is contracting in
Columbia different from prior presentations. Fire department exists on contract and they
are in the middle of signing an entire contract.
Mr. Privette laid out the Priorities in the ongoing City and Local governments’ agreement.
