I. CALL TO ORDER  
Toni Dukes Larkins called the meeting to order at approximately 6:00pm.  
Pamela Hardin arrived at approximately 6:16pm.

II. INTRODUCTIONS  
Chief Jill Schlude and the members introduced themselves to the committee.  
III. APPROVAL OF AGENDA  
Chris Horn made a motion to approve the agenda, and Toni Dukes Larkin  
seconded the motion. The motion carried.  
IV. APPROVAL OF MINUTES  
Tabitha Juneau made a motion to approve the minutes, and Derek Moore  
seconded. The motion carried.

Chair Toni Dukes Larkins began discussion about the Attorney General’s report,  
specifically regarding a disparity index, and questioned the committee about what  
variables were contributing to those figures. She also discussed whether any policies or  
procedures the previous Chief of Police (Geoff Jones) had implemented had any effect on  
the current data. They also discussed what the vision was of the new Chief of Police (Jill  
Schlude) for this committee. Members of the committee had further discussion about the  
vision and direction of Chief Schlude for the committee.  
Chief Schlude discussed how she was equally concerned with how Columbia Police  
Department officers were treating citizens in every interaction, and not just the disparity  
numbers for traffic stops themselves. Chief Schlude asked the committee how they  
envisioned their next steps (such as whether they wanted a bigger working group). Chief  
Schlude mentioned that some municipalities have a “Chief’s advisory group” with a  
broader scope than this committee, and that this was worth exploring. Chief Schlude  
discussed how the Columbia Police Department was going through an accreditation  
process, and that standardizing practices and standards, and including more public  
engagement, was required in that process.  
Members discussed these topics further for the remainder of the meeting.

Next meeting date scheduled for 06/11/2024 (the 05/14/2024 meeting was canceled).

Chris Horn made a motion to adjourn at approximately 8:05pm, and Tabitha  
Juneau seconded. The motion carried and the committee adjourned  
immediately thereafter.
