I. CALL TO ORDER  
City Staff Attendance: Nina Hennkens, Katie Partise, Aaron Decker  
Meeting called to order at 4:05pm.

II. APPROVAL OF AGENDA  
Motion to approve agenda.  
III. APPROVAL OF MINUTES  
Clarification and correction to the minutes was recommended by Brian Connell. With  
respect to the comment made about not many major changes in the beginning of the  
IBC, it was from an online source, not a text published by ICC. Also the Section  
107.2.6 that was deleted in the 2024 edition there was a recommended amendment  
with respect to easements that was recommended to maintain in its place.  
Sections 111.3, 113, and 114.4 were approved as written during the 2021 review.  
Minutes were called to vote by Connell. All approved.  
Motion to approve agenda.  
IV. OLD BUSINESS  
Continue review starting with section 109  
Discussion of review of 2018 amendments and 2021 amendments.  
5 of 5 persons present for quorum.  
Nina began by pulling up the 2021 IBC Review notes from the previous review to begin  
looking at the amendments to chapter 3.  
BSD commented and clarified they have a list of sections for further review which  
included 115.4 and 109. These will be presented at a later date for review once  
compiled and reviewed.  
Section 305.2.3 was amended in 2021 and reviewed and approved as written in 2021.  
Section 308.5.4 was amended in 2021 and reviewed and approved as written in 2021.  
903.2.1.2 (Group A-2) was discussed. Brian Connell provided history about the  
amendment language the the reason behind the amendment. Looking at today’s  
community layout and the focus of the amendment, it is not necessary at this time.  
Nina confirmed that in her time at the City of Columbia, it has rarely been utilized  
with the amended language. It was discussed to bring up in the next IFC meeting to  
discuss with Fire to make sure both are in alignment.  
Brian Connell made a motion to “Delete the amendment for section 903.2.1.2 and revert  
back to the IBC wording”. 2nd by Weber. All agreed.  
Section 905.11 was amended in 2021 and reviewed and approved as written in 2021.  
1031.2 Exception 5 was reviewed. The amendment language contained R-4 which was  
not in the text of IBC. It was discussed why this may or may not be necessary based  
on the use group and intentions. Connell made motion to remove the amendment.  
Schreiber 2nd. All approved.  
1301.1.1 was reviewed. It was decided to remove the amendment wording and  
supplement the IBC 2024 text with “as amended” at the end of the statement.  
1604.1 was reviewed. Dave Weber mentioned that all of this is now located in ASCE  
7 and not needed as an amendment. Weber made motion to delete the amendment.  
Connell 2nd. All approved.  
1803.2 reviewed and approved as written in 2021. It was noted that it was to be in front  
of the exception paragraph that is in the 2024 text.  
1807.2.2 was discussed and shall be added to the research list with others for BSD.  
To be revisited later.  
1809.5 reviewed and approved as written in 2021.  
2901.1 reviewed and approved as written in 2021.  
Chapter 30 reviewed and approved as written in 2021.  
3109.1 reviewed and approved as written in 2021.  
3109.2 reviewed and approved as written in 2021.  
Next meeting agenda - finish amendments, begin IBC Significant Changes per significant  
change book.
