I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.

Project Frontier Discussion  
Stacey Button introduced various groups that are in attendance today. Button introduced  
Kathleen with Schneider Electric to discuss the Chapter 100 - Project Frontier.  
Kathleen gave an overview of the Chapter 100 history, discussed the Schneider Electric  
facility here in Columbia, gave an overview of the proposed expansion plan, discussed  
financials (real and personal property tax impacts) and the process and timeline for this  
project.  
The first meeting of the Chapter 100 Review Panel was January 2, 2025. The second  
meeting will be January 21, 2025. Once the panel reaches a majority vote, the project will  
be forwarded to the Boone County Commission for consideration at the end of January.  
Once approved by the Commission, the county Attorney and Bone Counsel will create a  
performance agreement including minimum job creation and retention requirements.

Finance Director Matthew Lue addressed the City Council and discussed what the  
Council had decided their 2025 priorities were. Lue then discussed the various projects  
and changes that were implemented as a result of the Council priorities. Those priorities
