Skov gave  
a brief overview of the request by the MoDOT Central District office  
for two changes to the Columbia area Functional Classification (FC) Map.  
These two changes are both to Business Loop 70 in conjunction with the in  
process reconstruction of the Interstate 70/US 63 interchange, as follows:  
1. Reclassification of Business Loop 70 from the now closed westbound I-  
70 off-ramp to the future planned roundabout from Local to Principal  
Arterial  
2. Addition of future planned roundabout from the eastern terminus of the  
above, to the I-70 eastbound off and on ramps  
Skov also mentioned that the eastern end of the Business Loop 70, which  
formerly connected to East Boulevard,  
reconstructed and bridge built over Hinkson Creek, and now connects directly  
into Conley Road, which extends south to Trimble Road and provides  
signalized intersection to Broadway. Given that the road now provides  
connectivity, he suggested that the roadway, now shown as local on the FC  
collector. This could  
a
dead end. This roadway has been  
a
a
a
map, might be given consideration to be reclassified as  
be considered at a future meeting.

After discussion, Yonke made  
a
motion to recommend to the CATSO  
Coordinating Committee that two requested revisions to the FC Map be given  
formal approval. The motion was seconded by Skov. The motion passed  
unanimously.  
IX. CATSO UNFUNDED NEEDS LIST UPDATE

Skov discussed the need for  
a
revised CATSO Unfunded Needs List to be  
submitted to MoDOT by March 1. He noted that the COLT Railroad Aurora Dairy  
project currently on the list should be deleted, as it is no longer being  
considered for implementation. He also noted that COLT RR staff had  
requested that two new projects be added to the list:  
1. COLT RR Crossing at Route B north of Waco Road  
2. COLT RR Crossing at Peabody Road  
Skov also mentioned that the Broadway sidewalk project listed under  
Additional Multi-Modal projects has been revised, as  
has received TAP funding and is no longer a need.

Munck noted that the University of Missouri has hired  
a consultant to study  
Stadium Boulevard (Route 740), which provides major access and proximity to  
the campus. She suggested adding Stadium from US 63 to Providence Road to  
the Road and Bridge section (under the Additional category) of the Unfunded  
Needs list.  
There was  
a consensus on deleting the Aurora Dairy COLT RR project, as well  
as adding the two new COLT RR crossing projects and the Stadium Boulevard  
corridor project suggested.  
Yonke made  
a motion to forward the revised list as suggested, with the one  
deletion and three additions, to the CATSO Coordinating Committee with  
a
recommendation of approval. The motion was seconded by Henderson. The  
motion passed unanimously.  
X. POTENTIAL ASH STREET MAJOR ROADWAY PLAN REVISION - DISCUSSION  
Note: This item was moved to the beginning of the agenda directly after the  
review and approval of the meeting minutes item.  
CATSO has received  
a
request from the West Ash Neighborhood Association  
and Local Motion to give consideration to the reclassification of Ash Street to  
a
Neighborhood Collector. Mr. Teddy made comments on Ash Street’s location  
in-between major roadways Worley and Broadway with intersections at  
Clinkscales, West Boulevard, and Garth, all Major Collectors. He mentioned  
that the Ash Street City project was scheduled for an additional interested  
parties meeting on March 19, and would eventually return to the City Council  
agenda. Three persons in attendance made statements regarding the request  
to reclassify Ash Street on the Major Roadway Plan from Major Collector to  
Neighborhood Collector: Marlyn Whitney; Josh Parshall; and Valerie Carroll.  
There was general discussion about the functionality of Ash Street, which is  
currently classified as  
a Major Collector in the CATSO Major Roadway Plan. No  
action was taken by the Committee.  
XI. CATSO DRAFT COORDINATED PUBLIC TRANSIT HUMAN SERVICES  
TRANSPORTATION PLAN UPDATE  
Skov reported that he is working on an update to the CPTHSTP document that is  
requirement to be in compliance with FTA regulations. He expects to have  
final draft ready for consideration for adoption at the May CATSO meetings.

An attendee from the public, Carol Rogers, talked about intersection safety.
