I. ROLL CALL  
The City Council of the City of Columbia, Missouri met for  
approximately 9:00 a.m., on Saturday, August 13, 2022, in the Council Chamber of the  
City of Columbia, Missouri. The roll was taken with the following results: Mayor  
a special meeting at  
BARBARA BUFFALOE, Council Member PAT FOWLER, Council Member KARL  
SKALA, Council Member NICK FOSTER, Council Member MATT PITZER, and Council  
Member BETSY PETERS were present. Council Member ANDREA WANER was absent.  
City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City Clerk Sheela  
Amin, and various Department Heads and staff members were also present.  
II. COMMENTS OF OUTGOING THIRD WARD COUNCIL MEMBER  
Mayor Buffaloe and City Manager Seewood presented Council Member Skala with a  
Resolution of Appreciation, a plaque recognizing his years of service on the Council, a  
silver tray recognizing his terms as Mayor Pro Tem, a certificate for a heritage tree to be  
planted in his honor in a park of his choice, a commemorative glass tile with the City  
logo, and a three piece canvas of Columbia landmarks.  
Council Member Skala spoke.  
III. OATH OF OFFICE OF NEWLY ELECTED THIRD WARD COUNCIL MEMBER  
The City Clerk administered the Oath of Office to Third Ward Council Member Roy  
Lovelady, and Mayor Buffaloe presented him with a framed Commission of Office.  
Everyone then took their places at the dais.  
IV. COMMENTS OF NEWLY ELECTED THIRD WARD COUNCIL MEMBER  
Council Member Lovelady spoke.  
V. APPOINTMENT OF ACTING MAYOR PRO TEM  
Mayor Buffaloe asked Council Member Pitzer if he would be willing to serve as the Acting  
Mayor Pro Tem while Council Member Waner was unavailable, and he was agreeable.  
The Council appointed Council Member Pitzer as the Acting Mayor Pro Tem without  
objection.  
VI. OTHER ITEMS THE COUNCIL MAY WISH TO DISCUSS  
None.  
VII. ADJOURNMENT  
There being no further business, the meeting adjourned at 9:27 a.m.
