I. CALL TO ORDER  
Present at the meeting:  
BCCC Members: Rick Shanker, Chris Howe, Andy Noordsy, Scott Wallace, Jim Dove  
City Staff: Aaron Decker, Curtis Lichty. Absent: John Neyens, Fred Malicoat  
II. APPROVAL OF AGENDA  
Meeting was called to order at approximately 4:00 pm, with approval of the agenda.  
III. NEW BUSINESS  
1) Selection of Committee Chairperson  
Andy Noordsy was nominated and selected by unanimous vote to serve as  
Committee Chairperson.  
2) Discussion of Review Layout  
A decision was accepted to have city staff enumerate and present significant changes to  
the 2024 NEC, for discussion by the review committee.  
3) Review of Current Amendments and their location in the new text  
A photocopy of 30 significant changes in the 2020 NEC were distributed to members to  
review and discuss at future meetings.  
Also distributed to members was a photocopy of 10 controversial significant changes in  
the 2020 NEC that were presented to the BCCC in June of 2022. These are also to be  
reviewed and discussed at future meetings.  
Additionally, a photocopy of the 2016 adopted amendments to the electrical code of  
Columbia, Missouri, Code of Ordinances was distributed in advance of this meeting, and  
will be reviewed and updated in future meetings.  
There was a brief discussion of some upcoming significant changes in the 2023 NEC,  
with nothing decided in regard to them at this time.
