I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.  
7 - Buffaloe, Foster, Lovelady, Waterman, Meyer, Peters, and Carroll  
Present:  
Public Works Transit Study Discussion  
Public Works Director Shane Creech introduced Shawn Strait, Project Manager with  
Olsson who conducted the comprehensive transit study. Creech explained all of the  
outreach that Olsson had done to reach the citizens of Columbia.  
Strait discussed the purpose of this plan which includes reviewing current services and if  
those are meeting local and regional needs. They looked at the community’s vision for  
transit, reviewed shifting needs, evaluated new markets, discussed community  
engagement and what action plan can focus on staffing needs, system integration and  
implementation steps.  
Strait went on to discuss the plan process which include the following:  
Market Analysis: demographic and transportation data, planning background, peer  
agency review.  
Operations Analysis: evaluate the existing conditions and performance of existing  
services.  
Goal Setting & Strategies: create a vision for transit, review service concepts, and identify  
key strategies.  
Service Recommendations: outline multiple phases of specific service improvements.  
Implementation: plan to guide action steps, funding decisions.  
He went on to discuss the strategies and outreach which include city council and  
stakeholder interviews, talking with the Public Transit Advisory Commission, getting the  
word out on the “Be Heard” Webpage with the on-board rider survey and having public  
open house meetings.  
Strait then went on to discuss the recommendations and the 4 different tiers. Next he  
discussed the implementation, estimated costs and potential funding options.  
Council and staff discussed further.
