I. CALL TO ORDER  
The meeting was called to order at approximately 5:00 p.m.  
Council Member Roy Lovelady (arrived at approximately 5:06 p.m.)  
Council Member Betsy Peters (arrived at approximately 5:03 p.m.)

Shane Creech, Public Works Director introduced Jacque Knight, AICP Project Manager  
& Ally Fields Government Affairs Manager who are with Crawford, Murphy and Tilley who  
is overseeing the complete streets overview.  
Jacque started the conversation by introducing herself and Ally and explaining the topics  
that will be discussed which are: Complete Streets Overview, Columbia’s Need for  
Complete Streets, Project Scope & Goals, and the Timeline & Next Steps.  
Knight explained that Complete Streets are designed and operated to enable safe,  
accessible, and comfortable travel for users of all ages and abilities, regardless of their  
mode of transportation.  
Knight went on to discuss the Complete Streets & Quality of Life topics which include:  
Safe spaces for users of all ages and abilities  
Network approach - different facility types for different street types (land use, functional  
classification)  
Longer trips - bike connections to transit  
Shorter trips - mode shift  
Promote connected communities for people without access to own or operate a vehicle  
Streets that enable people to participate in community - social capital 5  
Accessibility & connections  
Next she showed Council pictures the 3 key features of a complete street. Those include:  
- Multimodal : Supports walking, cycling, driving, and public transit  
- Safe & Accessible : Prioritizes safety for all users, including pedestrians, cyclists,  
and people with disabilities  
- Integrated Design : Considers the needs of the community, connecting key  
destinations such as schools, parks, and commercial areas; also supports adjacent land  
uses (consider industrial uses as well)  
Knight indicated the Council will go through a values discussion where Council will think  
about what their priorities are. Knight asked the Council to spend 5 minutes to look at  
and pick their top 3 values based on the list shown in the presentation. These values  
include:  
- Accessibility -Connections Providing  
- Accessibility - People with Disabilities  
- Comfort  
- Choice  
- Resilience  
- Engagement  
- Environmental Sustainability  
- Equity  
- Healthy Neighborhoods  
- Innovation  
- Place  
- Maintenance

Council members indicated their top 3 values. Overall, the top 4 values include:  
Safety  
Healthy Neighborhoods  
Equity  
Resilience  
Knight then went on to discuss the background of Complete Streets in Columbia. She  
discussed the current focus areas which include the following:  
- Equity: Addressing gaps in infrastructure to ensure safe access for all, including  
under served communities & people with disabilities.  
- Innovation: Incorporating new design standards to enhance safety and efficiency.  
- Sustainability: Supporting active transportation modes to reduce congestion and  
environmental impact.  
Knight reviewed the complete project and tasks CMT will complete through this process.  
Those include:  
- Project administration  
- Community Relations  
- Existing Policy Review & Scoring  
- National Best Practice Research  
- Draft Policy Update & Ordinance Revisions  
- Final Complete Streets Policy & Ordinance Revisions  
Knight asked Council members about community partners and other stakeholders to get  
involved. Council suggested a few including Neighborhood associations, the Disabilities  
Commission, groups that walk or bike a lot, and the Columbia Public schools walking  
school bus.  
Knight reviewed more slides and discussed with the Council what their desired outcomes  
are. They discussed further. Knight then showed and discussed the project timeline.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
At approximately 5:52 p.m., Mayor Buffaloe made a motion for the City Council of  
the City of Columbia, Missouri, to immediately go into a closed meeting in  
Conference Room 1A/1B of City Hall to discuss the hiring, firing, disciplining or  
promoting of particular employees by a public governmental body when  
personal information about the employee is discussed or recorded pursuant to  
Section 610.021(3) of the Revised Statutes of Missouri, and individually  
identifiable personnel records, performance ratings or records pertaining to  
employees or applicants for employment pursuant to Section 610.021(13) of the  
Revised Statutes of Missouri. The motion was seconded by Council Member  
Waterman.
