I. CALL TO ORDER  
Toni Dukes-Larkins called to order at 1805. Pam Hardin arrived late (1813 hours, and left  
at 1938).

Andy Muscato  
II. INTRODUCTIONS  
None.  
III. APPROVAL OF AGENDA  
Toni Dukes-Larkins made a motion to approve the agenda; Chris Horn seconded.  
The motion carried.  
IV. APPROVAL OF MINUTES  
2024-06-11 VSC minutes  
Chris Horn made a motion to approve the June meeting minutes; Derek Moore  
seconded. The motion carried.  
V. OLD BUSINESS  
Chair's Update  
None.  
Other Items to Discuss  
Tabitha Chikhladze spoke about the Vehicle Stops Report, and that they removed the  
disparity measure. She also discussed the contraband hit rate. Toni Dukes-Larkins  
discussed whether there was any significant disparity between contraband stops. Andy  
Muscato discussed whether there was any way to measure driving population for  
disparity; Tabitha Chikhladze replied that they used data from the census, and that there  
was no driving population data.  
VI. NEW BUSINESS  
Chief Schlude made a presentation to the committee titled, "Police Traffic Stops Initiative:  
Key Findings - July 24, 2024." She discussed how to address potential bias in individual  
traffic stops, and disparities of search rates. Chris Horn asked whether a driver's  
proximity to their residence was considered a relevant metric, and Andy Muscato talked  
about daytime vs nighttime traffic stops. Chief Schlude discussed exploring a  
mechanism for getting feedback from different parts of the community on a regular basis,  
and discussed some sort of Chief's advisory panel. Chief Schlude commented that her  
vision was to see the scope of the group expand, and have representatives from different  
groups in the community, with more exchange of ideas. Chief Schlude ended by  
announcing she was dissolving the Columbia Police Chief's Vehicle Stops Committee,  
and would be exploring other options.
